About this file

This is Addendum II to Request for Proposal 01088 issued by the Unified Government of Athens-Clarke County, Georgia, for Property Tax Collection Software. The addendum, dated November 8, 2022, provides clarifications to three key technical requirements through a question-and-answer format. The RFP seeks a comprehensive Property Tax Collection Software System that includes software, related subsystems, implementation, training, and ongoing support for the Athens-Clarke County Tax Commissioner's Office. Prospective bidders must demonstrate the ability to conform to electronic digest submission requirements established by the Georgia Department of Revenue, with reference documentation available through the state's website. The addendum does not specify response dates, due dates, bidder meetings, site visits, or contract term information.

The addendum clarifies three critical functional requirements for bidders. First, the software must correctly calculate all fees and penalties for properties exiting bankruptcy status, including the reinstatement of suspended interest and penalties to determine current balances due. Second, bidders must provide separate line items for each fee type charged to tax bills, including interest, penalties, GED, FIFA, collection, title, mail, administration, and advertisement fees, with each fee maintaining a separate account to ensure proper disbursement to designated entities. The addendum confirms that all questions and answers become part of the official RFP documents and modify the original quote documents, while all other terms and conditions remain unchanged. Inquiries should be directed to Angie Perteet, Senior Buyer, at (706) 208-7552 or accbids@accgov.com.

DATE: November 8, 2022

TO: ALL PROSPECTIVE BIDDERS

FROM: Angie Perteet, Senior Buyer

RE: ADDENDUM II, “RFP 01088 Property Tax Collection Software”

Pursuant to RFP #01088 the following information is provided:

QUESTION: Ability to conform to new electronic digest submission requirements from the Georgia Department of Revenue. Could you please share some examples of electronic digest submission requirements?

ANSWER: Please see the document located at link below:

https://dor.georgia.gov/document/document/electronic-xml-import-procedures-2022/download

QUESTION: Ability to calculate all fees for Bankruptcy when code is removed. Could you please elaborate a little on this requirement with example?

ANSWER: Properties under bankruptcy require a suspension of interest and penalties for the duration of their bankruptcy, whether it be months or years, and are coded accordingly in the system. Once a property is either dismissed or discharged from bankruptcy and a balance remains on the tax bill, all interest and penalties that were suspended during that time are added back onto the tax bill. The program needs to have the ability to correctly calculate any interest or penalty that was due during the time the property was coded bankruptcy to determine the current balance due.

QUESTION: Ability to have a separate line for each fee charged. Could you please explain what you mean by “Separate Line”?

ANSWER: There are several different fees that are charged to a tax bill. Some of the fees are interest, penalty, GED, FIFA, collection, title, mail, administration, advertisement etc. All of the fees need to be visible on the tax bill screen as well as have a separate account to ensure that the fees are being disbursed to the correct entities.

OTHER IMPORTANT INFORMATION:

Questions and Answers are hereby added to and become a part of RFP 01088 Property Tax Collection Software. This Addendum modifies and forms are part of the Quote Documents.

All other terms and conditions remain unchanged.

Any inquiries concerning this Request for Proposal should be made to Angie Perteet, Senior Buyer, (706) 208-7552, or email accbids@accgov.com.
