About this opportunity

The City of Wheat Ridge, Colorado is requesting proposals for the purchase and installation of mini-split air conditioning units at the Green at 38th, a public gathering space that opened in August 2025, with responses due October 2, 2026 at 2:00 p.m.

The scope covers site assessment, complete installation of climate control equipment in a storage building at 7101 W. 38th Avenue to preserve electronics and stored materials, including unit mounting, electrical connections, refrigerant piping, condensate drainage, and building system integration. The vendor must also provide initial testing and commissioning, training for City personnel, and comprehensive documentation including operation manuals, warranty information, and commissioning reports. Materials must be delivered within 30 days of contract award and are subject to inspection upon delivery.

Proposers must submit lump-sum and itemized quotes with all freight and delivery costs included, excluding sales and use tax (the City holds a sales tax exemption certificate). All prices must remain firm for one year following acceptance, with future escalation requests limited to one adjustment per contract term and capped at 3 percent of the original contract value.

Required insurance includes Workers Compensation with statutory limits, Commercial General Liability at $1 million per occurrence and $2 million general aggregate, Builder's Risk insurance for 100 percent of replacement value, Commercial Automobile Liability at $1 million per accident, and Professional Liability/Errors and Omissions at $1 million each. Proposers must provide proof of insurance for not less than $1 million and at minimum three references from similar projects completed within the past five years.

The City evaluates proposals on best value rather than lowest price alone and reserves the right to make multiple awards, reject any or all proposals, and waive minor defects. Proposers must comply with Colorado's Keep Jobs in Colorado Act requiring 80 percent Colorado labor and cannot be debarred per sam.gov listings. No proposals may be withdrawn for 60 calendar days following the proposal opening date.
