About this opportunity

Gwinnett County Board of Commissioners is requesting sealed bids for inspection, repair, and rehabilitation services on 28 above-ground pre-stressed concrete tanks used in potable water and wastewater processes across Gwinnett County, Georgia, under ITB BL046-22, with sealed bids due May 16, 2022 at 2:50 p.m. Pre-qualification is mandatory; applications were due April 26, 2022, with four contractors approved to bid: Crom LLC, PreCon Corporation, SE Diving Services LLC, and Structural Preservation Systems LLC (Addendum #4).

The scope encompasses tank inspection, maintenance, repair, and rehabilitation on an as-needed basis via work authorizations issued by the Department of Water Resources. Work may include interior only, exterior only, or both; inspection only, repair only, or both inspection and repair. Services must conform to AWWA D110 and ACI 350 standards. Multiple tanks at a single site must be completed in a single mobilization. Specific repairs are determined by DWR based on separate inspections and recommendation reports.

Contractors must hold a current valid Utility Contractors License and demonstrate a minimum of 8–10 years of experience in above-ground pre-stressed concrete tank repair and inspection. Qualifications require five completed repair projects in the past five years (minimum three in the 3–20 million gallon range, two in drinking water service, two in wastewater service) and three completed inspection projects in the past five years (minimum two in the 3–20 million gallon range, one in drinking water, one in wastewater). Key personnel must include safety-trained personnel certified in confined space entry and fall protection; project managers with five years' pre-stressed tank experience including three years in field; superintendents with ten years' repair experience including three as superintendent; and Georgia-licensed professional engineers with five years' pre-stressed tank experience including two years in field. Contractors must provide performance and payment bonds for $1–2 million projects.

The County intends to award to multiple independent contractors; work orders will be distributed based on resource availability, service capability, contractor availability for onsite meetings, and cost. Pricing must remain firm for the initial contract term. The contract includes an initial term with four one-year renewal options. Questions were due May 5, 2022. Bid tabulation shows three vendors: Structural Preservation Systems LLC at $2.4 million (lowest), CROM LLC at $2.57 million, and PreCon Corporation at $2.98 million.
