About this file

This is Addendum #5 to a solicitation issued by Gwinnett County, Georgia Department of Financial Services - Purchasing Division for above ground pre-stressed concrete tanks inspection and repair services on an annual contract (BL046-22). The contract requires comprehensive tank services including interior and/or exterior inspections, maintenance, repair, and rehabilitation work as authorized by the Department of Water Resources (DWR). Work scope may encompass inspection only, repair only, or both services, with specific repairs determined by DWR based on separate inspections and recommendation reports. Multiple tanks at a single site must be completed in a single mobilization. Sealed bids were received until 2:50 P.M. on May 16, 2022, May 19, 2022, and publicly opened at 3:00 P.M. the same day. Contractors must possess a current valid Utility Contractors License. The contract will commence upon award and continue for an initial term with four additional one-year renewal options available.

Pricing must remain firm for the initial contract term and failure to maintain firm pricing will result in bid non-responsiveness. The revised bid schedule requires hourly rates for standard and overtime labor, inspectors, project managers, superintendents, and professional engineers, with estimated annual hours specified for each category. Parts, supplies, and materials markup is capped at 10 percent on an estimated $1,500,000 annual spend; rental equipment markup is capped at 10 percent on $100,000; and subcontractor markup is capped at 10 percent on $150,000. All travel expenses including per diems and hotel costs must be incorporated into hourly rates, and only the rates submitted in the bid schedule will be used throughout the contract period. Submitted rates must reflect actual costs rather than averages. The addendum clarifies that if multiple contractors are awarded, work orders will be distributed based on resource availability, service alignment with contractor capabilities, onsite availability to assess work, and cost considerations. Acknowledgment of Addendum #5 on page 20R of the bid schedule is mandatory; failure to acknowledge may result in bid rejection.
