About this opportunity

The Commonwealth of Massachusetts, through its Alcoholic Beverages Control Commission (ABCC), is seeking a qualified vendor to provide comprehensive digitization and indexing services for approximately 4 million pages of records, including liquor license applications, historical decisions, and other documents dating back to 1933. The successful vendor will be responsible for scanning, indexing, and securely storing the digitized files in an Enterprise Content Management Repository, with specific requirements for image quality, metadata extraction, and accuracy levels. The project has a short timeline, with the vendor expected to complete the work as soon as possible, and the ABCC has stipulated a firm fixed price per milestone payment structure. Responses to the Request for Quotation (RFQ) are due by September 8, 2014, and the ABCC will evaluate submissions based on the ability to meet requirements, overall cost, implementation, and previous experience, selecting the bid that offers the "best value" in terms of quality, cost, and efficiency.

The RFQ is restricted to authorized vendors on the Statewide Contract OFF27, and the ABCC has indicated it may procure none, a subset, or all of the requested services. There are no specific set-aside designations or restrictions on the types of organizations that can respond, and the current incumbent vendor is unknown. The ABCC will fund the project through its operating budget, with the total contract value to be determined based on the proposed pricing and actual services required.
