About this file
This document is a Notice - Questions and Answers from the Office of the State Treasurer and Receiver General of Massachusetts regarding the ABCC Digitizing or License Records RFQ 2014. The notice clarifies a question asked during the bidders conference regarding the requirement to compare each scanned document to the digital image to ensure full document capture. The answer indicates that the Commonwealth is looking for the vendor to describe how they will ensure that all documents are scanned and the correct metadata is entered, but does not require a page-by-page verification process.
The RFQ is for digitizing or licensing records for the Commonwealth of Massachusetts. The notice does not provide additional details on the project scope, quantities, response dates, or contract term. Pricing terms, set-asides, incumbent information, funding sources, and other key details are also not included in this notice.

We received a question for clarification on the Questions and Answers posted on August 26, 2014. Listed below is the question and our response.
Question:
We need a clarification on Question 27. At the bidders conference we asked this question and the answer was no.
We look at every image going through the scanner, at indexing and at QC. Although we can do page to image verification this becomes quite costly. This process means we take every piece of page and compare it to the image. We only did this once for a nuclear power company.
Please clarify that question 27 does not mean we need to look at each piece of paper after being scanned and compare it to the image on the computer screen.
Answer:
We are unclear as to what "page to image verification" means in this context. The question we are looking to have you answer is, "How can you, as the vendor, ensure that all of the documents have been scanned and the correct meta data entered?"
