About this opportunity
The State of Hawaii Department of Defense, Hawaii Army National Guard (HIARNG) is requesting sealed bids for total abatement of hazardous materials and complete demolition of five buildings (501, 502, 629, 630, and 631) at the Keauakaha Military Reservation (KMR) in Hilo, Hawaii, under IFB Job No. CA-202612-C, with bids due September 1, 2026 at 2:00 p.m. HST and a mandatory pre-bid meeting and site visit on August 14, 2026 at 9:30 a.m.
Bidders must hold a valid State of Hawaii Contractor's license with appropriate classification — either both a C-24 (building demolition) and C-19 (asbestos abatement) license with Department of Health lead abatement certification, or arrange subcontractors holding these licenses. A Project Labor Agreement (PLA) is required if the contract exceeds $1,500,000.
The scope encompasses removal and disposal of all hazardous materials (asbestos, lead, and other toxic substances) from all building components; complete structural demolition above concrete slab level; removal of concrete slabs and masonry foundations; ground encapsulation with four inches of compacted base course material; and final site cleanup. Hazardous Materials Survey and Toxicity Characteristic Leaching Procedure (TCLP) testing has identified lead contamination above RCRA regulatory limits in Buildings 501, 636, and 638, requiring special handling and mainland disposal facility processing. The contractor must engage an Independent Qualified Consultant to monitor air quality and an OSHA Competent Person to ensure regulatory compliance, and must submit certified payroll documentation monthly. Davis-Bacon Act wage requirements apply.
The estimated project cost ranges from $1,000,000 to $2,500,000. Mandatory Bid Bond (5% of bid amount), Performance Bond (100% of contract price), and Payment Bond (100% of contract price) are required. Bidders must be registered and compliant with the Hawaii Compliance Express system. Bids are submitted electronically through the Hawaii Electronic Procurement System (HIePRO). Questions are due August 17, 2026 at 2:00 p.m., with responses posted August 18. Registration for the pre-bid meeting is required by August 11.
