About this opportunity
The Alaska Aerospace Corporation (AAC) is seeking a qualified contractor to provide comprehensive Environmental Assessment (EA) services for modifying the Launch Site Operator License at the Pacific Spaceport Complex-Alaska (PSCA) in Kodiak. The primary objective is to update the 2016 Final Environmental Assessment to increase permitted annual launches from 9 to 25 and obtain approval for additional spaceport infrastructure construction. The selected contractor will be responsible for developing the EA, coordinating consultations with various federal and state agencies including the National Marine Fisheries Services, US Fish and Wildlife Services, and State of Alaska offices, conducting public meetings in Kodiak and Anchorage, and managing the EA process through final FAA acceptance. The contract will be a Firm Fixed Price agreement with a term of approximately 2.5 years, running from January 21, 2025, through June 2027. Proposal evaluation will be based on a 105-point system, with points allocated as follows: experience and qualifications (35 points), understanding of project (10 points), methodology (15 points), management plan (20 points), cost (20 points), and Alaska Offeror Preference (5 points). A pre-proposal teleconference is scheduled for December 13, 2024, at 10am, with proposals due by 5 PM Alaska Standard Time on January 14, 2025.
The procurement includes an Alaska Bidder Preference that provides a 5-point advantage to qualifying Alaska businesses. Potential bidders must register with the Procuring Contracting Officer prior to submission, and subcontractors do not qualify for the preference points. The contractor must carry several types of insurance, including Workers' Compensation, Commercial General Liability (minimum $300,000), Commercial Automobile Liability (minimum $300,000), and Professional Liability Insurance with limits based on the contract amount. While no specific incumbent vendor is mentioned, the project builds upon previous environmental assessments from 2016 and supports the expansion of launch capabilities at the existing Pacific Spaceport Complex. The construction development plan indicates current infrastructure valued at $88.0 million, with planned new investments estimated at $20.0 million. Though an exact contract value is not specified, the comprehensive nature of the environmental assessment and the extensive requirements suggest a significant investment in developing the spaceport's future launch capabilities.
