About this opportunity
Metrocare Services is seeking formal proposals for a comprehensive flooring replacement project at the Metrocare Skillman Family Mental Health Clinic located at 9708 Skillman St. in Dallas, Texas. The procurement involves full turn-key construction services for replacing existing floors in a 16,980 sq ft office building, with specific requirements for phased work to be performed after business hours. Contractors must complete work on weekdays between 5:30 pm and 7 am or during weekends, respecting the facility's standard business hours of Monday through Friday, 8 am to 5 pm. The project scope includes labor, materials, debris removal, disposal, and necessary permitting, with the primary objective of ensuring the facility's structural integrity, energy efficiency, and compliance with healthcare facility regulations. Proposal evaluation will be based on a scoring system allocating 40 points for cost, 20 points for company experience, 30 points for methodology approach, and 10 points for key personnel qualifications. Site visits are scheduled for August 27 and 28, 2025, at 5:30 pm Central Time, with electronic proposal responses due by September 17, 2025, at 2:00 pm. The project is anticipated to commence by late September or early October 2025 and be completed by December 2025.
Metrocare explicitly encourages submissions from several specific business categories, including certified small businesses, disadvantaged business enterprises, historically underutilized businesses, minority business enterprises, woman-owned business enterprises, and veteran-owned small businesses. The flooring project will utilize Shaw brand Luxury Vinyl Tile (LVT) in Riverside Oak color, covering approximately 15,000-16,000 square feet. Contractors will be required to provide manufacturer's warranties for flooring materials and a 1-year workmanship warranty. While no specific budget range is explicitly stated, the comprehensive nature of the project suggests a significant investment in facility improvement. The project involves careful furniture handling and will require precise coordination to minimize disruption to the mental health clinic's operations. Contractors must demonstrate the capability to work within strict time constraints and maintain the facility's operational continuity throughout the renovation process.
