About this opportunity

The University of Southern Mississippi is requesting sealed bids for border firewall replacements, with bids due August 6, 2026, at 2:00 p.m. at Bond Hall, Room 214, in Hattiesburg, Mississippi under RFP 27-02 (RFx 3160008161).

The scope requires two identical enterprise-class Next-Generation Firewalls configured for High Availability deployment. Each appliance must deliver stateful firewall throughput of at least 80 Gbps with threat prevention enabled, support 30 million concurrent sessions and 600,000 new sessions per second, and include redundant hot-swappable power supplies with standard 19-inch rack mounting. Interface requirements include eight or more 1/10/25 Gbps SFP28 ports, two or more 1/10 Gbps SFP+/SFP28 ports, and four or more 40 Gbps QSFP+ ports, with integration to the university's existing Cisco Nexus and Catalyst switching infrastructure. The solution must encompass comprehensive security services for the full five-year term—Advanced Malware Protection, Intrusion Prevention System, URL filtering, DNS security, and cloud-native threat intelligence with automated updates—plus SSL/TLS decryption and inspection, QUIC protocol inspection, stateful High Availability with automatic failover, site-to-site and remote-access VPN with IKEv2 and AES-256 encryption, Microsoft Active Directory and LDAP integration, and Syslog, SNMP, and NetFlow/IPFIX monitoring capabilities. The vendor must provide 24/7 technical support and next-business-day advance hardware replacement. Complete submissions require a Compliance Matrix (Appendix B), manufacturer datasheets, a Bill of Materials covering all hardware, software, licenses, subscriptions, support, maintenance, transceivers, cables, and management or logging platforms, and a delivery schedule.

Evaluation follows a 100-point scale: 30 points for cost (proportional to lowest responsive bid), 60 points for technical compliance across hardware, firewall features, security services, VPN, High Availability, logging, directory integration, licensing, warranty, and support, and 10 points for delivery schedule with preference for delivery on or before September 1, 2026. The university reserves the right to reject any or all bids, award on an all-or-none or line-by-line basis, and solicit Best and Final Offers. Payment terms are 2% discount if paid within ten days or net 45 days under Mississippi law.
