This is a bid specification document for the University of Southern Mississippi's procurement of enterprise-class Next-Generation Firewalls (NGFWs) for perimeter security. The university is seeking two identical enterprise-class firewall appliances to be deployed in a High Availability configuration, with sealed bids due by Thursday, August 6, 2026, at 2:00 PM in the Office of the Director of Procurement Services at Bond Hall, Room 214, in Hattiesburg, Mississippi. The proposed solution must include all hardware, software licensing, subscriptions, technical support, and hardware maintenance for a five-year term. Each appliance must support stateful firewall throughput of at least 80 Gbps with threat prevention enabled, handle a minimum of 30 million concurrent sessions and 600,000 new sessions per second, and include redundant hot-swappable power supplies with standard 19-inch rack mounting capabilities. The firewalls must provide multiple high-speed interface options, including eight or more 1/10/25 Gbps SFP28 ports, four or more 40 Gbps QSFP+ ports, and connectivity to the university's existing Cisco Nexus and Catalyst switching infrastructure.
The specification requires comprehensive security services licensed for the full five-year period, including Advanced Malware Protection, Intrusion Prevention System, URL filtering, DNS security, and cloud-native threat intelligence with automated updates. The solution must support SSL/TLS decryption and inspection, encrypted traffic visibility including TLS 1.3, and QUIC protocol inspection with granular policy controls. Required features include stateful High Availability with automatic failover, site-to-site and remote access VPN capabilities with IKEv2 and AES-256 encryption, integration with Microsoft Active Directory and LDAP, and detailed logging and monitoring with Syslog export, SNMP support, and NetFlow/IPFIX capabilities. The vendor must provide 24/7 technical support, next business day advance hardware replacement, and all necessary documentation including threat intelligence sources and deployment requirements. If a separate management and logging platform is proposed as a virtual machine, the vendor must specify supported hypervisor platforms, vCPU and memory requirements, storage specifications, network interface requirements, and recommended sizing guidance based on expected log volume and event rates.
