Addendum 1 (issued September 30, 2021) clarified that the system must support a minimum of five 9-1-1 trunk lines and seven administrative/non-emergency lines with capacity to record 44 P25 radio talk groups. The system must integrate with five call-taking workstations running GeoConex CAD Version 11, accommodate recording at both the 911 Center and Sheriff's Office Dispatch via analog lines, and support a three-year minimum retention period with ANI/ALI capability and 24/7 helpdesk support with next-day onsite response for critical issues.

The Effingham County 911 Communications Center serves over 68,000 residents, handling over 59,000 9-1-1 calls and 90,000 administrative/non-emergency calls annually. Evaluation weighted relevant experience at thirty points, project approach at twenty points, team qualifications at twenty points, and fee at thirty points. The successful vendor must provide one year of onsite 24/7 hardware maintenance and one year of software maintenance and support, with optional maintenance available for years two through ten. Comprehensive onsite training for administrative staff is required. Questions were due September 24, 2021. Quality Recording Solutions was awarded the contract for $107,615.
