About this opportunity
The City of Tulsa Asset Management Department is requesting bids for janitorial services at the 911 Call Center, 801 E. Oklahoma Street, with sealed bids due November 18, 2026, and a pre-bid conference on October 27 at 10:00 AM at the facility.
The scope covers complete janitorial services for approximately 35,362 square feet, including the main building (29,110 sq. ft.), smoke shelter (96 sq. ft.), trash and dumpster area (206 sq. ft.), and inner courtyard (5,950 sq. ft.), extending to a six-foot perimeter around the building exterior and concrete walkways. Services are required during daytime hours only (8:00 AM to 5:00 PM) with a minimum two-person crew providing five hours per crew member daily. The facility operates 24/7, but the contractor supplies janitorial labor only during business hours. The contractor must furnish all supplies, equipment, and labor except toilet tissue, seat covers, paper towels, and liquid hand soap (City-provided). All chemicals and equipment require City approval, and Safety Data Sheets must be maintained on-site.
The City intends to award a one-year annual contract with potential for additional one-year renewal terms and reserves the right to make multiple or partial awards. The contractor must guarantee minimum labor hours with a $25 per hour deduction for shortfalls and a $60 flat-rate deduction per performance incident plus $25 per hour for corrective work.
Bidders must possess 24/7 contact availability and a working email address and must pass enhanced background checks including Oklahoma State Bureau of Investigation clearance and Tulsa Police Department security clearance. Prospective bidders must submit a Cleaning Agents List, Supplies List, and Equipment List with their bids; failure to include these lists results in rejection as non-responsive. Questions are due November 8, 2026. Pre-bid conference attendance is not required but encouraged; interested vendors should register through vendorsupport@cityoftulsa.org.
