About this opportunity
The Orange County Transportation Authority (OCTA) is requesting bids on electrical services for the 91 Express Lanes Entrance Gantry facility, with bids due June 8, 2026 at 11:00 a.m. and a non-mandatory pre-bid conference on May 27, 2026 at 9:00 a.m. Questions are due May 29, 2026 at 5:00 p.m.
The scope encompasses installation, repair, and maintenance of electrical infrastructure at toll reader gantries located in the SR-91 median between SR-55 and the Orange–Riverside County line. Work includes 15 kilovolt-ampere step-down transformer enclosures with Type 3R cabinets, circuit breakers (15A to 100A), copper conductors (#1 through #6 AWG), SMFO cable, OCTA Type 303 controller cabinets, and Type 334 CCTV camera systems at two primary locations (Riverdale Avenue toll reader site and Santiago Boulevard toll reader site). Electrical plans are prepared by registered professional engineer Patrick Ramirez (License E21176, expires 6/30/27). The contractor must hold a valid California State A, B, or C-10 contractor license and be registered with the California Department of Industrial Relations for public works work.
The estimated contract value is $551,025 for a firm-fixed-price lump-sum contract. Performance period is 180 calendar days from Notice to Proceed. Work may occur during regular business hours (Monday–Friday, 8 a.m. to 5 p.m.) for non-closure activities or overnight (11 p.m. to 5 a.m.) for road-closure activities, subject to Caltrans approval. Liquidated damages are $480 per calendar day for schedule delays.
The contractor must perform a minimum of 30 percent of total construction work and at least 10 percent of total project costs with its own forces. Subcontractors performing work exceeding one-half of one percent of the total bid must be identified in the bid submittal by name, business address, license number, and public works registration number. Bid security equal to 10 percent of bid amount (certified check or bid bond) is required; the successful bidder must submit performance and payment bonds each equal to 100 percent of contract amount within 10 days of award. The contract is subject to California prevailing wage requirements under Labor Code Section 1770 et seq. All work must be warranted for 24 months from project acceptance. The contractor must submit Health, Safety and Environmental submittals within 30 days of Notice to Proceed, including designation of a full-time certified Health, Safety and Environmental Representative with a minimum of seven years heavy construction experience, with the last two years in electrical work. Bids will be publicly opened immediately after the submission deadline. Award goes to the lowest responsive and responsible bidder.
