Summary of IFB 250338 Exhibit B – Scope of Work and Bill of Materials
This document is a Scope of Work and Bill of Materials for electrical services prepared by the Orange County Transportation Authority (OCTA). OCTA seeks a qualified contractor to perform electrical upgrades at the 91 Express Lanes entrance gantries located in the median of SR-91 between the SR-55 and SR-91 interchange, extending to the Orange and Riverside County line. The project encompasses furnishing all labor, parts, equipment, closure crews, and personnel to complete electrical installation, repair, and maintenance work in compliance with local and national codes, CalOSHA standards, and state, county, and municipal requirements. The bill of materials includes conduit, copper conductors of various gauges (#1 through #6 AWG), a 15 KVA step-down transformer with Type 3R cabinet enclosure, circuit breakers ranging from 15A to 100A at various voltages, SMFO cable, and traffic control equipment. Work must be completed within 180 calendar days from project commencement, with the contractor responsible for coordinating work schedules with the OCTA Project Manager. Work may occur during regular business hours (Monday through Friday, 8 am to 5 pm) for non-closure activities or overnight (11 pm to 5 am) for activities requiring road closures, subject to Caltrans approval. The contractor must hold a current California State commercial electrician license, General Engineering A or B Contractor's license, or C-10 Electrical Contractor license.
The project budget is $551,025 for the 180-calendar-day completion period. The contractor assumes all price risk for labor, equipment, and materials increases and will receive only the awarded bid price. The bid price shall include all required bonds, permits, insurance, and overhead costs. The contractor must warrant all work for 24 months from the project acceptance date and is responsible for maintaining and replacing any damaged portions of the project area. Asphalt, concrete, and dirt disturbed during work must be returned to the same or better condition. The contractor must coordinate closure activities with both OCTA and Caltrans Traffic Management Center, obtain necessary permits, and minimize interference with OCTA's ongoing operations. Final inspection will be conducted by the OCTA 91 EL Project Manager or designee prior to the contractor's departure from the premises.

EXHIBIT B
SCOPE OF WORK
91 Express Lanes Entrance Gantry Electrical Work
1. General Requirements
The Orange County Transportation Authority (OCTA) requires electrical services for the OCTA 91 Express Lanes facility from a qualified Contractor. The work includes furnishing all labor, parts, equipment, closure crews, and personnel to perform all electrical work as detailed in this scope of work and the plans and specifications in Exhibit B. All electrical installation, repair, and maintenance must comply with local and national codes and standards, including state, county, and municipal requirements, as well as the California Occupational Safety and Health Administration (CalOSHA).
2. Project Description and Background
OCTA is a state-mandated, countywide transportation agency. OCTA was established in 1991 to develop and implement transportation programs to reduce traffic congestion and improve air quality. As one agency, OCTA provides Orange County with a single point of accountability and a greater voice for residents for all transportation issues.
As part of OCTA's staff development programs, OCTA is seeking a qualified Contractor to perform electrical upgrades at the 91 Express Lanes (91 EL) entrance gantries (Project). The OCTA-approved electrical drawings are included in Exhibit C. The Contractor shall abide by the attached drawings or shall solicit alternatives for OCTA's consideration as described in Section 1.6 of the Instructions to Bidders. The Contractor bid shall also include a proposed bill of materials. An anticipated bill of materials is attached in Exhibit B-1. Any alternative must meet or exceed current requirements in the drawing package. All asphalt, concrete, and dirt disturbed or removed for this project shall be returned to the same or in better condition than when the work started.
The Contractor will be required to provide all necessary materials, equipment, closure crews, and labor to complete the work. The Contractor shall warrant the work for 24 months from the date of Project acceptance. Bid price shall include any required bonds, permits, insurance, and overhead costs for the Project. The Contractor assumes the risk of price increases to any labor, equipment, or materials needed for the work. The Authority shall only pay the awarded bid price for the Project.
3. Location
The required electrical services for the Project will be provided at the following locations:
a. The 91 EL toll facility located in the median of the SR-91 between the SR-55 and SR-91 interchange, to the Orange and Riverside County line
b. Utility and work locations as noted in Exhibit B
c. The 91 EL toll plaza can be utilized as the staging area for the work if needed. Both the westbound and eastbound toll plazas can be utilized if needed. The Contractor shall coordinate the use of the toll plaza with the OCTA Project Manager. The toll plaza is located in the median of SR-91 near mile marker 14.633
d. The toll facility can be accessed in one of three ways:
i. The 91 EL entrance via the northbound SR-55 south of SR-91.
ii. The 91 EL entrance via the eastbound SR-91 west of SR-55.
iii. 91 EL entrance via the westbound SR-91 west of the Green River on Ramp in the City of Corona. This is not a location of the proposed work, but an access point if needed.
4. Schedule of Work
a. The Contractor shall coordinate the work schedule with the 91 EL Project Manager and shall accomplish all work in such a manner as to eliminate lengthy equipment downtime and impact to the 91 EL.
b. It is anticipated that the Project work requires shoulder closures for the general-purpose lanes and full closures of the 91 EL. The Contractor shall provide experienced closure crews to conduct any required closures for the work.
c. If the work does not require road closures, the work can be completed during regular business hours, Monday through Friday, 8 am to 5 pm.
d. Shoulder closures may be permitted during regular business hours and are subject to Caltrans approval.
e. If the work requires road closures, the work hours will be overnight (between 11:00 pm and 5:00 am) and depend on closure window approvals by OCTA and Caltrans.
f. The Contractor may request road closures for the Project work in accordance with approved Caltrans closure charts.
g. Contractor to properly set up shoulder/road closures for the work and coordinate with OCTA and the Caltrans Traffic Management Center to obtain approval.
h. The Contractor shall schedule Project work to minimize the need for EL and general-purpose lane closures.
i. The Contractor will be responsible for any required permits for the Project work.
j. The Contractor shall be responsible for minimizing interference with OCTA’s operations and shall remove all trash and debris resulting from work before leaving the facility.
k. The Contractor shall be responsible for maintaining and replacing any damaged portions of the Project area.
l. The Project shall be completed, passing OCTA’s final inspection, within 180 calendar days of the project commencing.
5. License, Certification, and Experience Requirements
The Contractor must:
a. Be a California State licensed commercial electrician or licensed Contractor with a current State of California General Engineering A or B Contractor’s license or a C-10 Electrical Contractor license.
6. Project Management
The 91 EL Project Manager shall be OCTA’s primary point of contact for the Contractor regarding notifications of work, task assignments, time schedules, scope of work, and approvals.
7. Final Inspection
The 91 EL Project Manager, or their designee, shall conduct a final inspection and verification of service prior to the Contractor's departure from the premises. The Contractor shall also attest to the completion of work upon submitting the invoice.
