About this opportunity

The Metropolitan Transit Authority of Harris County (METRO) is requesting sealed bids for the 8030 ½ Fulton Site Development Project under IFB 2026000012, with bids due July 1, 2026 at 2:00 p.m. CST and a mandatory in-person pre-bid briefing on June 3, 2026 at 11:00 a.m. CST at METRO's offices (1900 Main Street, 8th Floor, Conference Room 8005, Houston). METRO has established a 35% Small Business Participation goal and will deem bidders who fail to commit to this goal non-responsive — this is a hard requirement, not a preference.

The scope encompasses site clearance, demolition, earthwork and grading, storm and sanitary sewer installation, water line connections, pavement construction (2-inch hot mix asphalt over 5-inch black base and 8-inch cement-stabilized sand subgrade), ADA-compliant parking areas, fencing and automated gates, landscaping (including 7 live oak trees, 4 Texas red oak trees, shrubs, and sod), electrical infrastructure (1000-amp, 120/208V three-phase service with load centers and pole-mounted lighting), fiber optic and communications infrastructure, five CCTV camera systems, and access control systems. The contractor must obtain all permits (TPDES, lane closures, tree removal) and implement Storm Water Pollution Prevention and Construction Site Water Quality Management plans. All work must comply with FTA Buy America requirements for steel and manufactured products. Work is located at the southwest corner of Fulton Street and Julia Street in Houston and must be completed within 144 calendar days from the contract start date (estimated August 24, 2026).

The project is 100% METRO-funded. All certified and non-certified prime contractors must self-perform a minimum of 30% of contract value and cannot self-perform 100% of work. Bid security of not less than 5% is required for bids exceeding $100,000. Performance and payment bonds at 100% of contract value are required; liquidated damages are $1,020 per calendar day for delays. Prevailing wage rates per Federal-General Wage Decision TX20250299 apply. Questions are due June 11, 2026 at 5:00 p.m. CST through METRO's EUNA (Bonfire) platform; METRO will respond by June 17. Bids are opened publicly and read aloud July 2, 2026 at 10:00 a.m. CST via Microsoft Teams. Two years of audited financial statements are required with bid submission.
