About this opportunity
The State of Maine Division of Purchases is requesting quotes for 8,000 new treated rail cross-ties, with quotes due April 6, 2010 at 2:00 p.m. local time via electronic submission through the AdvantageME vendor portal. In the event of tied quotes, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.
The scope consists of mixed hardwood cross-ties (oak, beech, birch, cherry, and hard maple) measuring 8 feet 6 inches in length with a 6-inch by 8-inch cross section, with up to 30 percent of the order permitted at 6 inches by 7 inches. Ties must be air-seasoned for 12 to 18 months prior to treatment, with creosote coal tar solution retention of seven pounds per cubic foot or to refusal of a 60/40 solution in accordance with AREMA specifications. Anti-splitting galvanized steel end plates (18-gauge, 5 inches by 6 inches, with teeth extending at least 3/8 inches beyond the plate surface) must be installed centered on tie ends. Manufacturing standards require ties to be straight, well-sawn on four sides with bark completely removed, and free from decay, excessive holes, large knots, shake exceeding one-third tie width, splits exceeding 5 inches, and slanting grain in excess of 1:15. A minimum of 20 borer cores per treatment charge must verify adequate drying and moisture content. Ties ship in bundles of 25 via rail car to Brunswick, Maine.
Awards go to the lowest responsible bidder offering best value, considering product quality, conformity to specifications, delivery date, and overall economy. Cash discounts of 20 days or more will be evaluated; shorter discounts will not. Bidders must submit separate unit prices with all transportation charges prepaid and included, excluding federal and Maine state sales and use taxes. Questions are due 48 hours before bid closing via the AdvantageME system.
