About this opportunity
The California Department of Forestry and Fire Protection (CAL FIRE) is requesting bids for Electronic Control-Unit Assembly (Part Number 4155T12P equivalent) for the Aviation Management Unit at McClellan, California, with bids due October 27, 2026, at 5:00 p.m. PT, under IFB 7PA6J00743. A 5% small-business preference and 5% non-small-business preference with 25% certified small-business subcontractor participation apply; Disabled Veteran Business Enterprise (DVBE) participation qualifies for incentives.
The assembly must function as a supervisory engine-management control unit for S70i Sikorsky helicopter turbine engines, processing engine-parameter inputs and outputting digital control signals to support fuel-metering control and engine stability. The unit must integrate with existing aircraft interface connectors using aviation-standard attachment and signal practices without requiring proprietary OEM installation instructions. The assembly must be supplied as a sealed module with a rigid enclosure capable of tolerating continuous vibration, elevated temperature, airflow, and moisture-resistant conditions; include secure mounting provisions using standard aircraft fasteners; feature aviation-grade multi-pin connectors compatible with aircraft-standard harness interfaces; include exterior markings identifying part number and manufacturer; and arrive free of cracks, corrosion, warping, contamination, or moisture intrusion. No quantitative test parameters, numerical thresholds, or OEM-exclusive performance data are required or permitted.
The solicitation is for a one-time acquisition with two units measured individually. Delivery shall occur at the McClellan warehouse (5411 Luce Avenue) during normal business hours, with preferred completion within ten weeks of award. Bidders must quote on a Free on Board Destination, Freight Prepaid basis and submit pricing on the Excel cost worksheet template with unit and extended costs including shipping, handling, and applicable sales tax. CAL FIRE will conduct inspection at delivery and reject non-compliant goods. Contractors must provide standard warranties and maintain warranty service response within one business day. Payment is initiated upon receipt and acceptance or when a valid invoice is received, whichever is later.
The question-and-answer period runs through October 16, 2026, at 3:00 p.m. PST, with answers posted by October 21. A public bid reading will be held via Microsoft Teams on October 28 at 11:00 a.m. PT. Award will be made on an all-or-none basis to the responsive and responsible bidder with the lowest cost including applicable preferences. Bidders must submit numerous certifications including the Agreement Cover Letter, Bidder Declaration, California Civil Rights Laws Certification, Payee Data Record (STD 204), Darfur Contracting Act Vendor Certification, and Seller's Permit documentation.
