About this file

This is a Specifications attachment for an Invitation for Bid (IFB #7PA6J00743) issued by the State of California Department of Forestry and Fire Protection (CAL FIRE) for an Electronic Control-Unit Assembly required by the Aviation Management Unit located in McClellan, California, Sacramento County. The procurement seeks an Electronic Control-Unit Assembly that is equal or comparable to Part Number 4155T12P10 for use in S70i Sikorsky aircraft. The assembly performs supervisory engine-management functions within the turbine-engine control subsystem, processing engine-parameter inputs and providing digital control-output signals to support fuel-metering control, engine responsiveness, and operational stability. The unit must function as a replaceable avionics-grade module within the engine-control equipment set and integrate with existing aircraft interface connectors using aviation-standard attachment and signal practices without requiring proprietary OEM installation instructions.

The Electronic Control-Unit Assembly must meet specified performance and physical requirements, including the capability to provide stable digital supervisory-control outputs suitable for maintaining turbine-engine operation throughout normal aircraft operating conditions, process multiple engine-sensor inputs with adequate update responsiveness, and maintain reliable performance under environmental conditions typical of helicopter turbine-engine installations including vibration, thermal exposure, and airflow effects. Physical requirements specify that the assembly be supplied as a sealed electronic module with a rigid enclosure capable of tolerating continuous vibration, elevated temperature, airflow, and moisture-resistant conditions; include secure mounting provisions using standard aircraft fastener practices; feature aviation-grade multi-pin connectors compatible with aircraft-standard harness interfaces; include visible exterior markings identifying part number and manufacturer information; and arrive free of cracks, corrosion, warping, contamination, or moisture intrusion. The specifications explicitly state that no quantitative test parameters, numerical thresholds, or OEM-exclusive performance data are required or permitted in the IFB.

1.0 SCOPE

This specification describes the minimum requirements of an Electronic Control-Unit Assembly.

The Electronic Control-Unit Assembly performs supervisory engine-management functions within the turbine-engine control subsystem of the S70i Sikorsky aircraft. The module receives and processes engine-parameter inputs and provides digital control-output signals to support proper fuel-metering control, engine responsiveness, and operational stability. It functions as part of the aircraft’s closed-loop electronic supervisory architecture and is designed as a replaceable avionics-grade module within the engine-control equipment set.

Available technical information indicates that the component is part of an enhanced digital electronic-control configuration that supports supervisory and monitoring functions without relying on hydromechanical control logic. The assembly operates as an enclosed electronic unit compatible with turbine-engine supervisory requirements and integrates electrically with existing aircraft interface connectors using aviation-standard attachment and signal practices. The unit shall install without requiring proprietary OEM installation instructions.

2.0 TECHNICAL REQUIREMENTS

Performance Requirements

The Electronic Control-Unit Assembly must be equal or comparable to Part Number 4155T12P10 for the S70i Sikorsky aircraft, and:

• Provide digital supervisory-control outputs suitable for maintaining stable turbine-engine operation throughout normal aircraft operating conditions, including transition ranges and steady-state power levels.

• Process multiple engine-sensor inputs with adequate update responsiveness to support timely supervisory adjustments that prevent unstable fuel-metering behavior or inconsistent engine response.

• Maintain reliable performance under environmental conditions typical of helicopter turbine-engine installations, including vibration, thermal exposure, and airflow eects within the engine-bay area.

• Support electrical compatibility with aircraft-standard power-input systems and digital-signal pathways without requiring modification to existing wiring or aircraft interfaces.

• Demonstrate stable electronic behavior with no intermittent operation, uncontrolled signal fluctuations, or degraded supervisory outputs under normal aircraft operating conditions.

No quantitative test parameters, numerical thresholds, or OEM-exclusive performance data are required or permitted in this IFB.
