About this file

This is a California Civil Rights Laws Attachment document issued by the California Department of General Services, Office of Legal Services, applicable to state contracts valued at $100,000 or above. The attachment pertains to an Invitation for Bid (IFB) for Electronic Control-Unit Assembly components for the California Department of Forestry and Fire Protection (CAL FIRE) Aviation Management Unit located in McClellan, California, Sacramento County. The document establishes certification requirements that bidders and proposers must complete and submit with their proposals or bids at the time of submission or contract renewal.

Bidders are required to certify under penalty of perjury compliance with two key California civil rights statutes: the Unruh Civil Rights Act (Civil Code Section 51) and the Fair Employment and Housing Act (Government Code Section 12960). Additionally, for contracts executed or renewed after January 1, 2017, contractors must certify that any internal policies regarding sovereign nations or peoples recognized by the United States government are not applied in violation of these civil rights laws. The certification must be signed by an authorized representative of the proposing or bidding firm and must include the firm's name, federal identification number, the county and state where the document is executed, and the date of execution. This compliance certification is a mandatory prerequisite for bid submission on all qualifying state contracts.
