About this opportunity
The Capitol Region Purchasing Council (CRPC) is seeking bids for Catch Basin Cleaning and Disposal Services for member municipalities in Connecticut, with a contract period from January 1, 2026, through December 31, 2027. The procurement covers comprehensive catch basin cleaning services using vacuum cleaning methods, with contractors responsible for completely cleaning basins to ensure efficient operation as determined by each municipality's highway superintendent. Bidders must provide competent operators, properly dispose of collected debris at designated locations, and be prepared to re-clean basins at no additional charge if initial cleaning is unsatisfactory. Contractors must submit pricing on a per-basin basis and an hourly rate for emergency and out-of-town services, with all prices being fixed and all-inclusive throughout the contract term. Key qualifications include possessing equipment manufactured in 1990 or newer, demonstrating experience through municipal references from the past two years, and maintaining comprehensive insurance coverage with specific liability limits.
The procurement appears open to all qualified vendors, with a preference for those with demonstrated municipal experience. Bidders must complete a detailed company questionnaire that includes information about minority, women, or disadvantaged business enterprise certification status. Contractors are required to pay a 1% administrative fee to CRCOG on total ordered amounts, submitted quarterly with reporting documentation. While no specific budget range is provided, the contract allows for potential two-year extensions by mutual agreement. Insurance requirements are stringent, mandating general liability coverage of $1,000,000/$1,000,000/$500,000, automobile liability of $1,000,000/$1,000,000/$500,000, and workers' compensation insurance. All bids will be submitted electronically through the Bonfire online bidding platform, with the CRPC reserving the right to award to the lowest responsible bidder and to reject any or all submissions.
