About this opportunity

The Michigan Department of Technology, Management and Budget, State Facilities Administration is requesting bids on direct contact excavation of contaminated soil at a former manufactured gas plant site in Cheboygan, Michigan, with bids due August 12, 2026 at 2:00 p.m. Eastern time. A Service Disabled Veteran Owned Business (SDVOB) preference of 10% pricing advantage is available to qualified bidders; the State of Michigan does not pre-certify SDVOB businesses and requires documentation including DD214, VA Rating Decision Letter, and proof of 51% or greater ownership by service-disabled veterans. Michigan-based businesses are also eligible for preference consideration.

The scope encompasses permits, utility clearance, surveying, soil erosion and sediment control installation and removal, excavation and transportation of approximately 393 tons of contaminated soil exceeding Michigan Part 201 Non-Residential Direct Contact Criteria for benzo[a]pyrene and lead, placement of approximately 407 tons of clean fill and 87 tons of 6-inch gravel top layer, and site demobilization across two areas (Area 1: 1,300 square feet at 3.0-foot depth; Area 2: 1,590 square feet at 2.0-foot depth). Base bid pricing and three alternate items are structured as lump sum and unit price line items. Pre- and post-excavation surveys by a licensed surveyor are mandatory, with payment based on actual recorded tonnage rather than estimated quantities.

The contract runs 60 calendar days from Notice to Proceed with $250 per day liquidated damages for delay beyond substantial completion. A 5% bid guarantee is required; performance and payment bonds are mandatory for all contracts exceeding $50,000. Bidders must comply with prevailing wage requirements under Michigan Public Act 10 of 2023, maintain State Project Registration, carry workers' compensation insurance and commercial general liability insurance with minimum $1,000,000 per occurrence, and provide builders risk insurance. The mandatory pre-bid walk-through was held July 29, 2026; questions were due August 3, 2026. Construction Addendum No. 1 was issued August 4, 2026 and must be acknowledged in the bid submission.
