About this file

This is a Construction Bid Addendum No. 1 issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration, Design & Construction Division for the Cheboygan MGP Direct Contact Excavation project located at 108 West First Street, Cheboygan, MI 49721. The project involves excavation and remediation of contaminated material across two areas: Area 1 comprises approximately 1,300 square feet with an excavation depth of 3.0 feet below ground surface, and Area 2 comprises approximately 1,590 square feet with an excavation depth of 2.0 feet below ground surface. The addendum clarifies project specifications and requirements, including that Base Bid Item No. 3 must include pre- and post-excavation surveys by a licensed surveyor to ensure the excavation area is returned to original grade with proper surface water drainage toward the Cheboygan River. The bid opening date is August 12, 2026, and the addendum was issued on August 4, 2026. A pre-bid meeting was held, with attendance records included in the documentation. The professional is David Dryburgh of AECOM, with Agnes Taylor serving as project director.

Payment for the project will be based on actual recorded tonnage of excavated material, fill material, and gravel top layer, rather than estimated quantities. The bid schedule requires contractors to provide unit prices per ton for excavated material, fill material, and gravel top layer. The estimated quantities provided are approximately 393 tons of excavated material to be removed, 407 tons of clean fill material to be added, and 87 tons of 6-inch gravel top layer; however, these figures are estimates accounting for differences in material composition and compaction factors. All survey data must be delivered to the professional in electronic format. Acknowledgement of this addendum is mandatory and must be included in the bid submission; failure to acknowledge the addendum may result in bid rejection.

Questions and Clarifications:

1. Base Bid Item No. 3 should include pre- and post- excavation survey of excavation area by a licensed surveyor to ensure area is returned to original grade and that surface water drainage is towards the Cheboygan River.

2. Section 01025 Measurement and Payment paragraph 2.c.i requires a licensed surveyor and Section 026100 Excavation and Handling of Contaminated Material paragraph 3.3.C.1 states that the Professional will be responsible for staking the excavation. Are these two separate things? No, the licensed surveyor should be responsible for the pre- and post-excavation survey and for staking the excavation area. All survey data should be delivered to the Professional in electronic format.

3. Could you please clarify the excavation depth for this project as it appears that there is conflicting information between the Bid Summary Project Scope of Work, Section 01010 Summary of Work, and Section 026100 Excavation and Handling of Contaminated Material.

The depths listed in the Bid Summary Project Scope of work are correct. Area 1 is approximately 1,300 sq. ft with an excavation depth of 3.0 feet below ground surface and Area 2 is approximately 1,590 sq. ft with an excavation depth of 2.0 feet below ground surface.

4. We would just like to verify quantities in the bid schedule. If we remove 393 tons of excavated material and fill with 407 tons of clean material, would that get us back close to existing grade? Then if we add 87 tons/6” of gravel on top, would that put us above existing grade? These are estimates and the difference in tonnage is due to the estimated weight of existing material being removed and the estimated weight of fill material. The difference is related to the composition of the fill sand/gravel as well as the estimated compaction factor. In the Bid Schedule, the Item Bid Price should utilize the provided estimated tonnage and the Unit Price should list the cost per ton for excavated material, fill material, and gravel top layer. Payment will be based on the actual recorded tons of excavated material, fill material, and gravel top layer.

ACKNOWLEDGEMENT: This Addendum must be acknowledged by the Bidder in the space provided in the Bid Summary and Bid Form. Failing to acknowledge Addenda may be cause for the Bid to be http://www.michigan.gov/SIGMAVSS rejected. Addenda will become part of the Contract Documents.
