About this opportunity
Michigan's Department of Technology, Management and Budget, through its State Facilities Administration Design & Construction Division, is soliciting bids for remedial excavation at the NuWay Cleaners site (File 761/19006.SAR), with bids due November 18, 2026. The procurement carries a Service Disabled Veteran Owned Business (SDVOB) preference that grants a 10% pricing preference to qualified bidders. Eligible SDVOBs are at least 51% owned by one or more veterans with a service-connected disability.
Bidders claiming the preference must indicate SDVOB status in their bid and submit a DD214 or equivalent proof of service, proof of service-connected disability through a VA Rating Decision Letter or DD214, and legal documents proving ownership. Under certain conditions, National Veterans Business Development Council (NVBDC) certification may serve as verification instead. The state does not pre-certify SDVOBs and does not accept federal CVE database or SBA VetCert certifications.
The scope covers excavation and removal of contaminated soil at the NuWay Cleaners site. Bidders must include the Schedule of Alternates for underground storage tank (UST) closure in-place and UST removal with their bid submission. Hazardous waste soils from the site may be disposed through multiple options, and the project team does not recommend disposal companies. Republic Services is identified as one company aware of the project.
Addendum No. 1, issued October 29, 2026, attaches the Pre-Bid Meeting Attendance Record and answers bidder questions. Bidders must acknowledge the addendum in the Bid Summary and Bid Form, as failure to do so may result in bid rejection. The project was prepared by Mannik & Smith Group, Inc., with Project Director Sadi Rayyan overseeing the procurement. Funding derives from Michigan state environmental remediation resources.
