About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), on behalf of the Department of Environment, Great Lakes, and Energy (EGLE), is procuring environmental remediation and site restoration services for a soil remediation project located at 1400 North Henry Street in Bay City, Michigan (Bay County). The project involves the excavation and removal of approximately 1,100 tons of petroleum-contaminated soil from a former gasoline filling station and automotive service facility that operated until the mid-1980s, installation and removal of approximately 310 linear feet of six-foot chain-link temporary fencing, saw-cutting and removal of approximately 5,508 square feet of asphalt pavement, backfilling with approximately 1,000 tons of certified clean MDOT Class II sand and 100 tons of MDOT 21AA aggregate base, and replacement of asphalt paving with matching parking lot striping and restoration. Key requirements include photographic documentation of building exteriors and interiors prior to work commencement, coordination with multiple utility providers including the City of Bay City Water Department, Sewer Department, Electric Light and Power, and Consumers Energy to protect pre-existing water mains and other underground utilities, implementation of comprehensive health and safety plans, and HAZWOPER training certification for all contractors and subcontractors due to known subsurface contamination. The mandatory pre-bid conference and site tour were held on Friday, July 26, 2019, with contractor questions due by 2:00 p.m. on July 31, 2019, and electronic bids due through the SIGMA VSS website by 2:00 p.m. on Wednesday, August 14, 2019, with bid opening immediately following and professional recommendation scheduled for August 19, 2019. The contract time is 60 calendar days from the Notice to Proceed, with liquidated damages of $1,000 per calendar day assessed for delays beyond substantial completion.
Bidders are required to certify Michigan business status and qualified disabled veteran status if applicable, and all bids must comply with prevailing wage requirements where applicable, though the project was not federally funded. A five percent bid guarantee is required for all bids, and for bids exceeding $50,000, performance and payment bonds are mandatory. The professional services contractor for the project is AKT Peerless Environmental, with Sean Robinson serving as Senior Project Manager (989-928-2038). The base bid includes lump sum allowances of $4,500 for third-party compaction testing and $10,000 for provisional/contingency allowance, as well as an alternate bid item requiring unit pricing per square foot for removal and replacement of private sidewalks (approximately 450 square feet) in the event of damage during excavation. Contractors must coordinate with MISS DIG for underground utility locating and maintain a 4:1 slope within excavation areas due to contamination beneath the building that will not be fully removed, with soil contamination levels ranging from 1,900 to 420,000 micrograms per kilogram. Acknowledgment of all addenda is mandatory, with failure to do so potentially resulting in bid rejection.
