About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), in collaboration with the Department of Natural Resources (DNR), is issuing a Request for Proposal (RFP) for professional architectural and engineering services to design mass timber cabins at Young State Park in Boyne City and Burt Lake State Park in Indian River, Michigan. The procurement seeks Phase 100 (Study) and Phase 300 (Schematic Design) services for an anticipated 2-4 cabins at Burt Lake and 2-3 cabins at Young State Park, pending budget availability, with designs intended to serve as demonstration showcases for mass-timber technology and renewable energy capabilities for up to 6-person occupancy. Deliverables include site feasibility analysis, two schematic design options each for plugged-in and off-grid cabin configurations plus refined final designs, master plans, infrastructure layouts, landscaping designs, accessibility compliance documentation, construction cost opinions, operational budgets, and wood carbon footprint calculations. The selected professional services contractor (PSC) must evaluate water supply and wastewater disposal feasibility for each site, incorporate mass-timber technology compliant with Wood Products Council standards and local/state codes, coordinate EGLE pre-application meetings at each park, and maintain bi-weekly progress calls with the project director. Proposals will be evaluated on 80 percent technical merit (Part I) and 20 percent cost basis (Part II), with compensation structured as a not-to-exceed fee arrangement based on billable hourly rates for identified staff classifications plus reimbursable expenses for surveys (up to $20,000), geotechnical reports (up to $10,000), printing, soil borings, and travel exceeding 100 miles at Michigan state mileage rates. The mandatory pre-proposal meeting is scheduled for November 20, 2025, at 11:00 a.m. Eastern Time via Microsoft Teams with RSVP required by November 18, 2025; written questions must be submitted by December 3, 2025, at 2:00 p.m. Eastern Time; and proposals are due December 11, 2025, at 2:00 p.m. Eastern Time through the State of Michigan Procurement System (SIGMA VSS), with contract award recommendations expected within thirty days.

Proposing firms must submit a Certification of Michigan Based Business and a Responsibility Certification, with the prime professional required to possess a valid Michigan license to practice architecture or engineering. The RFP restricts the selected PSC's team members and consultants from bidding on subsequent construction contracts for the project, limiting future competitive opportunities for proposal team participants. Consultant fees may include a markup not to exceed 5 percent, while all other costs including fringe benefits, insurance, travel under 100 miles, clerical services, and overhead must be incorporated into hourly billing rates. The contract structure will be a not-to-exceed fee arrangement with Phase 100 completion targeted for April 2026 and Phase 300 completion by June 2026, with anticipated PSC award in January 2026. DNR has not yet established a project budget and will determine funding availability and cabin quantity, type, and location following design approval and opinion of cost development; additionally, DNR anticipates potential expansion of the awarded contract to include design and construction administration services and engagement of a mass timber manufacturer consultant, though this expansion is not guaranteed and will be subject to separate procurement processes. No specific budget range or award value is disclosed in the procurement documents, as funding availability will be determined after schematic design completion.
