About this file

This document is Addendum No. 1 to a Request for Proposal issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, in collaboration with the Department of Natural Resources (DNR). The RFP seeks professional services for schematic design of mass timber cabins at Young State Park and Burt Lake State Park, with an anticipated quantity of 2-4 cabins at Burt Lake and 2-3 cabins at Young State Park, pending budget availability. The proposal due date is December 11, 2025. A pre-proposal meeting was held on November 20, 2025, as a virtual Microsoft Teams conference with 30 attendees representing design firms, engineering firms, construction firms, and DNR staff. The addendum clarifies key project requirements including detailed fee chart submissions for all prime and sub-consultant team members, exclusion of the budget analysis section from proposals due to the lack of an established project budget, and emphasis on project examples completed within the past five years with completion dates listed.

The addendum confirms that the DNR has not yet established a project budget and will determine funding availability and cabin quantity/type/location following design approval and opinion of cost development. Proposers must evaluate the feasibility of water supply and wastewater disposal systems for each cabin site, whether through existing park infrastructure or new systems. The evaluation committee may place greater value on relevant team experience with mass timber projects, though no specific weight has been assigned. Renewable energy design is open to options beyond solar, including wind and geothermal systems. The PSC will prepare schematic designs that will be used to hire a separate solar consultant for final design and bid document development. Future design and construction administration services may be awarded to the selected PSC, but this is not guaranteed and will be subject to separate procurement processes.

REQUEST FOR PROPOSAL

ADDENDUM NO. 1

This form identifies an Addendum to a Request for Proposal for Professional Services, and incorporates interpretations or clarifications, modifications, and other information into the Request for Proposals.

Addenda will be numbered by the Project Director and distributed through SIGMA Vendor VSS as an attachment.

TO: ALL PROPOSERS DATE ISSUED: December 4, 2025

PROJECT NAME:

Mass Timber Cabins Young State Park and Burt Lake State Park

FILE NUMBER:

PROJECT DIRECTOR: Heather DeKorte, RA PROPOSAL DUE DATE: December 11, 2025

ADDENDUM ITEMS:

Attachments:

1. See Meeting Attendance Record sheets from Pre-Proposal meeting.

Clarifications:

1. Fee Charts: For each Prime PSC team member and each Sub-Consultant team member, provide the following information breakdown: Position/Classification, Billable Rate, Phase 100 Hours, Phase 100 Fee, Phase 300 Hours, Phase 300 Fee, Total Hours per person, and Total Fee per person. This information is in addition to the fee charts required in the DTMB- 0430 Request for Proposals document. PSC may modify or duplicate the DTMB-required Fee charts at their discretion to reflect this information.

2. Budget Analysis: Exclude Item II-5 Budget Analysis from the proposal. Project budget has not been determined. After project award, DNR will determine quantity, type, and location of cabins based on funds available at that time.

3. Project Examples: Project Team and Team Member experience with similar projects, sites, and clients, should focus on projects that have been completed within the past 5 years. List the project completion date for project examples.

4. Proposal Evaluation: Ad Hoc Committee may place greater value on relevant project team and individual team member experience with similar, recently completed Mass Timber projects.

Questions and Answers:

Q1. Is Sourcing Michigan wood for the mass timber a concern?

A1. Sourcing Michigan Wood would be great but is not a requirement.

Q2. Will there just be one cabin at each park and sites? Or will there be multiples at each park?

A2. The quantity of cabins will be limited by DNR’s budget. DNR hopes to have multiple cabins: 2 to 4 at Burt Lake and 2 to 3 at Young State Park.

Q3. Would the cabins fall under the Residential building code or commercial building code?

A3. The PSC must determine with building code applies.

Q4. How much weight does Mass Timber experience carry in making your decision?

A4. The review committee may place higher value on relevant team experience and relevant individual team member experience specifically with mass timber projects since Mass

Timber is a priority for the DNR. A specific weight for this experience has not been determined.

Q5. For solar array design, would you be looking for the same type of relationship with a solar manufacturer as design/build?

A5. Yes. The PSC will create a schematic design, and that will be used to hire a solar consultant. That solar consultant will develop final design and bid documents that the PSC will need to combine into the bid package.

Q6. Is renewable energy limited to solar? Or should we consider wind, geo, etc..

A6. DNR is open to considering other options in addition to solar.

Q7. Will the firm that does schematic get the rest of the phases or will it be bid out again?

A7. Per the Project Statement, DNR anticipates, but does not guarantee, that the services awarded to the PSC for this contract will be increased in the future to include additional design and construction administration services.

Q8. It seems like there were 3 key DNR participants: Jason Cherven, Chuck Allen, Patrick

Mohney. Could you please tell me their positions or titles?

A8. The four key DNR participants in the project and their titles are:

Chuck Allen, Strategic Ops Section Chief Michelle Crook, Department Specialist

Patrick Mohney, Natural Resource Unit Manager Jason Cherven, Gaylord District Planner

Q9. Are plumbing fresh water supply and waste-water disposal systems already available within each park, or are you looking for the team to provide information on approximate sizes/depths of well and disposal systems for each prototype cabin?

A9. Cabin locations near existing toilet/shower buildings may be able to tap into the existing water supply and disposal systems if feasible. Cabins in remote locations, such as along the Sturgeon River, may not be able to tap into existing water supply and disposal systems. The PSC must make recommendations for feasibility of fresh water supply and waste-water disposal systems for each cabin site, whether through tapping into existing systems or introducing new systems. The PSC’s feasibility evaluation should include information on approximate sizes/depths of well and disposal systems where applicable.

Q10. Description notes "The PSC's design must meet DNR's budget." Please provide DNR budget.

A10. The DNR has not yet established a budget for the project. Once the cabin designs are approved and opinions of cost have been developed, the DNR will use that information to determine what funds may be necessary and what funds are available. The PSC must assist with determining which combination of cabin types and locations will meet the DNR’s budget/available funding at that time. The DNR will decide how many of each cabin type they can proceed with, and which locations are best suited to their budget.

Q11. For the Technical part of the proposal, Section II-5 Budget Analysis states that applicants should analyze the proposed project budget and provide opinions/suggestions for this.

Where is the project budget stated?

A11. The DNR has not yet established a budget for the project. Refer to Clarification 2 and

Answer A10.
