This is a Project Statement issued by the Michigan Department of Technology, Management and Budget (DTMB) on behalf of the Department of Natural Resources (DNR) Parks and Recreation Division for professional architectural and engineering services related to mass timber cabin development. The project encompasses Phase 100 Study and Phase 300 Schematic Design services for mass-timber cabins at two state parks: Young State Park in Boyne City and Burt Lake State Park in Indian River, Michigan. The cabins will serve as demonstration showcases for mass-timber technology and renewable resources, with designs intended for up to 6-person occupancy that include kitchens, bathrooms, sleeping areas, and communal spaces, operating year-round with off-grid renewable energy capabilities. A mandatory virtual pre-proposal meeting via Microsoft Teams is scheduled for November 20, 2025, at 11:00 AM, with required RSVP by November 18, 2025. Proposals are due December 11, 2025, at 2:00 p.m. Eastern and must be submitted through SIGMA VSS. The anticipated PSC award date is January 2026, with Phase 100 completion targeted for April 2026 and Phase 300 completion by June 2026. The selected professional services contractor will serve as prime contract holder and may assemble a team of consultants; however, team members and consultants are ineligible to bid on subsequent construction contracts for the project.

The proposal should include costs for all project phases as a single bid amount. The PSC must budget for Phase 100 activities encompassing cabin design incorporating mass-timber technology compliant with Wood Products Council standards and local/state codes, as well as site feasibility analysis and location recommendations for both plugged-in and off-grid cabin configurations. Phase 300 deliverables include two schematic design options each for plugged-in and off-grid cabins, plus a refined final design option for each, along with master plans, infrastructure layouts, landscaping, accessibility compliance, construction cost opinions, operational budgets, and wood carbon footprint calculations. Reimbursable expenses include $20,000 for site survey and $10,000 for geotechnical reports, with DNR to determine specific locations. The proposal must document proposed meetings, identify on-site versus electronic meetings, commit to bi-weekly progress calls with the project director, arrange for EGLE pre-application meetings at each park, and coordinate field work with DNR. Questions must be submitted to the Project Director by December 3, 2025. DNR anticipates potential expansion of the awarded contract to include additional design and construction administration services and future procurement of a mass-timber manufacturer consultant, though this expansion is not guaranteed.

PROJECT DESCRIPTION/SERVICES REQUESTED:

On behalf of the Michigan Department of Natural Resources (DNR) Parks and Recreation Division (PRD), the Department of Technology, Management, and Budget (DTMB) is requesting professional architectural and engineering services for a Phase 100 Study and Phase 300 Schematic Design of several mass-timber cabins to be located in Burt Lake State Park and Young State Park.

DNR desires to enable people to experience mass timber firsthand. Creating mass-timber cabins will increase exposure of mass-timber technology and give the public an immersive experience. The goal of these mass-timber cabins is to be a demonstration showpiece and an educational tool to showcase advancing mass-timber technology and renewable resources, which combine different industries and DNR programs. If successful, these mass-timber cabins will become a prototype that may be replicated in other state parks. In addition, the DNR anticipates the successful application of mass timber for this project may impact future DNR infrastructure such as contact stations, toilet buildings, and beach houses.

This request is to provide Phase 100 Study and Phase 300 Schematic Design only. DNR anticipates, but does not guarantee, that the services awarded to the PSC for this contract will be increased in the future to include additional design and construction administration services.

The PSC will be the prime contract holder with the State of Michigan for this project and will directly manage the project. The PSC may assemble a team of professional consultants to provide all expertise necessary for this project. Please note that per the DTMB Contract for Professional Services, PSC Team members and Consultants will not be eligible to submit a bid for construction. Therefore, if the awarded PSC includes a mass-timber manufacturer or alternative-energy vendor as consultants on the design team for Phases 100 and 300, those companies will not be able to bid on the construction of this project. DNR anticipates that upon completion of Phase 300, the DTMB will issue a separate contract to procure a mass-timber manufacturer on the project team for participation in future design and construction phases.

Phase 100 Study The awarded Professional Services Contractor (PSC) will conduct a Phase 100 Study. The Study will focus on two items: 1) mass-timber cabins design, and 2) cabin locations in each state park.

1) Mass-Timber Cabins Design.

Mass-timber cabins will offer innovative lodging that supports the DNR’s strategic goals and introduces renewable energy into the infrastructure. The cabins will generate revenue and offer educational opportunities.

Cabins will house up to 6 people, and will include a kitchen, bathroom(s), sleeping area(s), indoor and outdoor communal space(s).

Off-grid cabins will use renewable energy for all electrical needs.

Plumbing/Sewer – Fresh-water system and waste-water disposal system should be considered for each cabin where feasible.

Cabins will be constructed of mass-timber, using technology and design considerations recognized by the Wood Products Council.

Cabins will be year-round use, with capability of being winterized for seasonal use.

Furniture will be purchased by DNR. The PSC must include furniture recommendations.

Designs must comply with local and state codes, ordinances, and accessibility guidelines.

2) Cabin Locations.

The PSC must determine feasibility of DNR’s preferred cabin locations in each state park and recommend locations that are optimal for hosting off-grid cabins and plugged-in cabins. The cabins should be in highly desirable locations and should be located to take full advantage of the benefits of the natural environment.

The Study should include considerations for soil conditions, required utilities and/or use of renewable-energy, proximity to restrooms, vehicular access, parking requirements, accessibility, ease of maintenance, group teaching/observation areas, space limitations, budget restrictions, views, etc. Site design must comply with local and state codes, ordinances, and accessibility guidelines. The PSC’s design must meet DNR’s budget.

Phase 300 Schematic Design Upon DNR acceptance of the Phase 100 recommendations for location and design, the PSC will proceed into Phase 300 Schematic Design. The PSC will develop two different schematic design options for a plugged in mass-timber cabin and two different schematic design options for an off-grid mass-timber cabin.

A third, final design option for each plugged-in and off-grid cabin will be adjusted and refined based on DNR feedback of the designs presented in the first two options of each cabin. Both final cabin schematic designs must address the items below 1) as a “prototype” without regard to site-specific criteria, and also 2) with regard to site-specific criteria for each cabin within each park.

Master plan with configuration of the cabin and amenities, circulation, utilities, accessibility, etc.

Infrastructure tie-ins to existing and new systems Building infrastructure, plumbing and renewable-energy system schematic layouts Surrounding landscaping Connections to existing and proposed parking, existing restrooms and amenities Accessibility Design impacts from site-specific existing natural conditions Opinion of construction cost Budgets for operational costs, including seasonal opening/closing, maintenance, park labor, energy and water usage, monitoring, etc.

Wood carbon footprint calculations of each cabin prototype

In addition to the requirements described in the DTMB Contract for Professional Services: Billing Rate – Not to Exceed sample contract, please accommodate the following:

Clearly document the number of meetings proposed and indicate which meetings will need to be on-site. Design meetings shall be held via electronic format to the greatest extent possible.

Attend a bi-weekly progress phone call with the Project Director.
