About this opportunity

The Michigan Department of Technology, Management and Budget, on behalf of the Department of Natural Resources Parks and Recreation Division, is procuring professional design and construction administration services for the Mitchell State Park Day Use Area Improvements project located at 6090 E. M-115 in Cadillac, Michigan. The procurement encompasses four service phases: Phase 400 Preliminary Design, Phase 500 Final Design, Phase 600 Construction Administration–Office Services, and Phase 700 Construction Administration–Field Services, including site surveying, detailed cost estimates, and all necessary permit applications (EGLE, LARA, and SESC). Deliverables include comprehensive design layouts for building removal and replacement (multipurpose structure combining picnic shelter, restroom building, and changing areas), reconstruction and repaving of a 100-space parking lot, installation of accessible walkways, site lighting, and stormwater management solutions to address flooding concerns. The prime professional must be licensed to practice in Michigan and capable of managing all design and construction administration services in-house or through qualified sub-consultants, with all work coordinated with the designated Construction Manager, Triangle Associates. Proposals must be submitted through the Michigan Procurement System (SIGMA VSS) by 2:00 p.m. Eastern Time on September 21, 2023, with a mandatory pre-proposal walk-through scheduled for August 30, 2023, at 10:00 a.m. at Mitchell State Park. Written questions must be submitted by September 18, 2023, at 12:00 p.m. Eastern Time. Evaluation will follow an 80/20 scoring methodology, with 80 percent weight assigned to the Technical Proposal and 20 percent to the Cost Proposal, with contract award anticipated within 30 days of the proposal deadline. The desired project schedule includes design services from October 2023 through March 2024, bid letting in April 2024, and construction from September 9, 2024, through May 19, 2025.

Respondents must possess a Unique Entity Identifier registered in SIGMA and provide certification as a Michigan-based business, along with a Responsibility Certification confirming no disqualifying criminal convictions, tax delinquencies, license suspensions, or prior contract terminations for cause. The contract will be awarded on a not-to-exceed fee basis utilizing billable hourly rates, with compensation structured to include all direct and indirect costs such as employee benefits, overhead, insurance, and equipment. Reimbursable expenses are limited to actual costs for printing, reproduction, soil borings, site surveys, and laboratory testing, with sub-consultant markups not exceeding 5 percent and travel expenses beyond 100 miles reimbursable at State of Michigan rates. No compensation is provided for design errors or omissions corrections or premium overtime costs. The construction budget is currently set at $1.2 million, though this amount remains subject to revision based on value engineering coordination with the Construction Manager. The project is funded through American Rescue Plan Act (ARPA) resources, and all work must comply with State and Federal Barrier Free Standards, EGLE permit requirements, Michigan construction codes, and applicable federal regulations administered by EPA, OSHA, DOT, DHHS, EGLE, DNR, and MIOSHA.
