About this file

This is an RFP Addendum No. 01 issued by the Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division for the Mitchell State Park Day Use Improvements project (File Number 751/23309.GAG). The addendum addresses clarifications and modifications to the original RFP and was issued on September 18, 2023, with a proposal due date of September 21, 2023. The project involves professional services coordination between a Professional Services Consultant (PSC) and a Construction Manager (CM). The PSC's responsibilities include providing design plans and technical specifications, attending pre-bid meetings, assisting the CM with bidder questions, reviewing bids, approving shop drawings and submittals, replying to Requests for Information (RFIs), creating and reviewing construction bulletins, participating in progress meetings, conducting site inspections and issuing reports, and reviewing closeout documents. Site lighting is required in the parking lot and other areas as part of the improvements.

The construction budget is currently set at $1.2 million, though this amount remains open to revision. The CM will develop construction cost estimates in coordination with the PSC using the design documents. The PSC is responsible for providing technical specifications only, while the CM will provide their own front-end for bidding documents. Construction materials testing and wage rate interviews are the responsibility of the CM and not required of the PSC. No MichSpec document is required; the CM will handle bidding documentation independently.
