About this opportunity

Michigan Department of Technology, Management & Budget, acting on behalf of the Department of Natural Resources Parks & Recreation Division, solicited design and construction administration services for comprehensive improvements at P.H. Hoeft State Park in Rogers City and Cheboygan State Park in Cheboygan (File No. 751/23009.GAG). The procurement encompassed Phase 400 Preliminary Design, Phase 500 Final Design, Phase 600 Construction Administration Office Services, and Phase 700 Construction Administration Field Services for two distinct park locations. At P.H. Hoeft State Park, work includes water system analysis and upgrades, sewer system evaluation and replacement, sanitation station removal and replacement, contact station replacement, circulation improvements, and toilet/shower building replacement or renovation. At Cheboygan State Park, the scope includes toilet/shower building replacement, approximately 1,000 feet of Yellow Trail boardwalk replacement with increased width accommodations for grooming equipment, and replacement of two deteriorated beach house roof support beams constructed in 1974. Deliverables required site surveys, topographic analysis, design alternatives evaluation with comparative life cycle considerations, professional recommendations, permit application preparation with $1,000–$2,500 allowances for permitting and $1,500–$2,500 for testing, and compliance with State and Federal Barrier Free Standards, EGLE campground rules, and Michigan construction codes. The mandatory pre-proposal meeting occurred on January 30, 2023, with site visits at P.H. Hoeft at 12:00 p.m. Eastern and Cheboygan at 2:30 p.m. Eastern; written questions were due February 16, 2023, at 2:00 p.m. Eastern; and proposals were due February 23, 2023, at 2:00 p.m. Eastern through the State of Michigan Procurement System (SIGMA VSS). Evaluation criteria employed an 80/20 weighting with technical proposals representing 80 percent and cost proposals 20 percent, and contract award recommendations were expected within thirty days of the proposal deadline.

Prospective contractors must be Michigan-based businesses with a Unique Entity Identifier registered in SIGMA and must submit Certification of Michigan Based Business and Responsibility Certification forms demonstrating they are not debarred or suspended from federal contracts. The prime professional must be licensed to practice architecture or engineering in Michigan and demonstrate substantial experience with comparable park improvement, utility system, and construction administration projects. Construction management coordination with Spence Brothers is required throughout all project phases. The projects are funded through American Rescue Plan Act (ARPA) resources with mandatory fund encumbrance by December 2024 and full billing completion by December 2026, establishing fixed timelines critical to federal stimulus compliance. Pre-demolition asbestos and lead-containing paint surveys completed by Atlas Technical Consultants LLC identified asbestos-containing materials at P.H. Hoeft (exterior caulk and vermiculite) and lead-containing paint present at both locations, requiring OSHA 1926.62 compliance for worker protection and EPA waste disposal adherence during renovation and demolition activities. Compensation shall be structured on a not-to-exceed billable-rate basis with hourly rates by position classification and anticipated hours per phase, with reimbursable expenses permitted for printing, reproduction, soil borings, site surveys, laboratory testing, and travel exceeding 100 miles one-way at Michigan Department of Treasury rates; markups not to exceed 5 percent for consultant services and reimbursable expenses; and all indirect costs including fringe benefits, insurance, overhead, and profit incorporated within hourly billing rates.
