About this file
This is a Project Statement document from the Michigan Department of Natural Resources (DNR) Parks and Recreation Division regarding professional services for the P.H. Hoeft State Park Water, Sewer, Sanitation Station, and Toilet/Shower Replacement and Upgrades Project. The project, located in Presque Isle County along Lake Huron shores near Rogers City, requests comprehensive professional consulting services to evaluate, design, and prepare contract documents for the removal, replacement, and upgrade of the park's water distribution system (last updated in 1987), sewer distribution system (constructed in 1993), sanitation station, contact station (constructed in the 1960s), and toilet/shower buildings. The scope includes Phases 400-700 design work with comparative analysis of alternatives, life cycle considerations, and professional recommendations. Consulting services must follow State of Michigan Department of Management and Budget (DMB) Facilities Administration policies and incorporate State and Federal Barrier Free Standards, EGLE campground rules, environmental permits, and LARA construction codes. Bidders must have a Unique Entity Identifier registered in SIGMA and provide biweekly design progress updates. A minimum of three face-to-face project team meetings is required, with the camping season operating April 1st through October necessitating coordinated data collection during this timeframe.
Proposals must include a Permitting Allowance of $2,500 and a Testing Allowance of $2,500 as reimbursable line items within Phase 400 or 500. All permit application preparation and fees for EGLE, LARA, and other regulatory bodies are the consultant's responsibility. The project requires soil borings, topographic surveys, water system analysis including distribution line replacement and pump house upgrades, sewer system evaluation including lift stations and wastewater disposal systems, and site improvements encompassing vehicular circulation, accessible walkways, and parking. A proposed project schedule in weeks must be submitted as part of the proposal. Funding is provided through ARPA (American Rescue Plan Act) resources as indicated in the document title. Ground water monitoring and sampling results were expected in the fourth quarter of 2022, with design work anticipated to occur in a coordinated fashion concurrent with this data collection phase.

PROJECT BACKGOUND:
P.H. Hoeft State Park is located along the shores of Lake Huron, in Presque Isle County, 4.5 miles north of Rogers City. The park features a 1929 Craftsman Bungalow Residence built from a Sears and Roebuck kit for rent, a 126-site campground, mini cabin, pavilion, swim area, and access to miles of trails for cross country skiing, hiking, and biking.
The contact station was constructed in the 60’s. The water distribution system was last updated in 1987. The sewer distribution system including the absorption field was constructed in 1993. The well house and the campground electrical were updated in 2014. One of the oldest buildings on site is the 1938 West campground toilet building. This building was part of the original CCC campground at this location and listed on the national register of historic places. The toilet/shower buildings lack accessible features and are showing their age, while the sewer and water systems have exceeded their intended design life and need to be addressed to provide updated facilities that meet current sanitation codes.
