About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB) and Department of Natural Resources (DNR) are soliciting sealed bids for construction services related to electrical infrastructure and site improvements at Tahquamenon Falls State Park's Portage Campground located in Paradise, Michigan (Alger County). This procurement involves the installation of new electrical service infrastructure, removal of existing electrical systems, installation of approximately 82 electrical receptacle pedestals in varying configurations (30-amp and 50-amp ratings) to serve individual camping sites, underground conduit installation via directional drilling at minimum 36-inch depth, and re-feeding power to existing facilities including a toilet and shower building and lift station. All work must comply with the National Electrical Code, Michigan state construction codes, MIOSHA regulations, and environmental protection requirements including soil erosion and sedimentation control measures. Bidders must be registered with the System for Award Management (SAM) with a Unique Entity Identifier (UEI), obtain Michigan-based business certification, and meet prevailing wage requirements under Davis-Bacon Act compliance with wage rates effective January 5, 2024. A mandatory walk-through inspection was scheduled for November 7, 2023, at 3:00 p.m., with bids due electronically through SIGMA VSS on January 17, 2024, at 2:00 p.m. Eastern time; questions were accepted until January 10, 2024, at 2:00 p.m. Eastern time. Substantial Completion is required by December 1, 2024, and Final Completion by May 15, 2025, with liquidated damages assessed at $750.00 per calendar day for delays beyond the Substantial Completion date. Performance and payment bonds are required for all bids exceeding $50,000.00, and a 5% bid security is required for all submissions.
This procurement includes a set-aside preference for qualified disabled veteran (QDV) businesses, which receive a 10% preference in bid evaluation; Michigan-based business certification is a mandatory requirement for all potential contractors. The project is funded through Federal State and Local Fiscal Recovery Funds (SLFRF) under the American Rescue Plan Act (ARPA) Infrastructure Investment and Maintenance (IIM) program. No incumbent vendors or existing contractors are identified in the procurement documents; however, contractors must coordinate with Cloverland Electric utility for transformer installation and service connections, and all pedestal locations and orientations require approval from DNR field representatives or park management prior to installation. The base bid includes an $80,000.00 allowance for project scope work, and the project represents a federally-funded infrastructure improvement initiative.
