About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB) and Department of Natural Resources (DNR) are soliciting sealed bids for the replacement of a footbridge at Harrisville State Park (File No. 751/22391.MAA), located at 248 State Park Road, Harrisville, Michigan 48740. This construction project involves demolition and removal of existing abutments, installation of new reinforced concrete foundations and abutments, transportation of a prefabricated bridge from the Industrial Arts Institute in Onaway, Michigan, and installation of the new footbridge according to provided architectural and engineering drawings. The scope includes site preparation, soil erosion and sediment control measures, aggregate pathways, concrete slabs with specifications of 4500 PSI minimum 28-day compressive strength with 5 percent air entrainment, reinforced concrete foundations using ASTM A615 Grade 60 rebar, and installation of aluminum structural components including WF 12 x 13.8 aluminum girders, AACS 10 x 8.36 aluminum channels, and composite decking with decorative aluminum railings and wire mesh components. Bids must include a $1,000 contingency allowance and cover all mobilization, demolition, foundation installation, and bridge transportation and installation costs. A mandatory pre-bid walk-through inspection was scheduled for January 26, 2023 at 3:00 p.m., with written questions accepted until February 2, 2023 at 2:00 p.m. and sealed bids due electronically through SIGMA VSS by 2:00 p.m. Eastern Time on February 8, 2023. The contract period is 45 calendar days from Notice-to-Proceed, with substantial completion required by May 8, 2023 and final completion by June 6, 2023, with liquidated damages assessed at $500 per calendar day for delays beyond contract time.
Contracts will be awarded to the responsive and responsible lowest bidder; however, qualified disabled veteran (QDV) applicants receive a 10 percent preference consideration. Prevailing wage requirements apply for Alcona County as specified in Appendix V of the bidding documents. All bids require a five percent bid security submitted as a certified check, cashier's check, or bid bond, with performance and payment bonds required for all bids exceeding $50,000. Bidders whose bids exceed $100,000 must complete a Michigan-Based Business Certification. Project documents are the exclusive property of Sidock Group, Inc., the design firm, and cannot be reproduced without written consent; documents can be obtained from Sidock Group at 757 S. Wisconsin Avenue, Gaylord, Michigan 49735, by phone at 989-705-8400, or email at bbutcher@sidockgroup.com. Apparent low bidders will be required to submit post-bid submittals including an Experience Modification Rating (EMR), proposed project superintendent information, documentation of at least three similar projects completed within the past three years with contact references, and a list of nominated subcontractors. A deductive alternate is available for the removal of bridge transport and installation costs. No specific budget range or award value is disclosed in the procurement documents; however, the project is state-funded and subject to all applicable federal, state, and local laws including safety regulations, environmental protection standards, and nondiscrimination requirements.
