About this opportunity

The State of Michigan Department of Technology, Management and Budget (DTMB) and Department of Natural Resources are seeking professional design and engineering services for road repairs and improvements at P.J. Hoffmaster State Park in Norton Shores, Mackinac County. This Request for Proposals (RFP 20075) requires qualified firms to complete Phase 300 (Schematic Design) and Phase 500 (Final Design) services encompassing a full pavement condition assessment of park roads and parking lots, phased pavement repairs and replacements with budgets of approximately $1.0 to $1.2 million per phase, ADA-compliant campsite improvements for approximately 5 percent of 293 modern campsites, stormwater drainage enhancements to address flooding issues, a non-motorized bike path with paved shoulders following AASHTO standards, and concrete pad and jug filler upgrades. Deliverables include schematic design submittals at 50 percent and 90 percent completion stages, a probable construction cost estimate required by July 1, 2021, and design documents suitable for bidding on the initial construction phase. Proposals will be evaluated on an 80/20 basis, with technical proposals weighted at 80 percent and cost proposals at 20 percent. Mandatory requirements include Michigan professional licensure pursuant to the Occupational Code and submission of Certification of Michigan Based Business and Responsibility Certification forms. A mandatory pre-proposal meeting via Microsoft Teams was held on February 25, 2021 at 9:00 a.m., with written questions due by March 11, 2021 at 5:00 p.m. local time; proposals were due March 18, 2021 at 2:00 p.m. local time through the State of Michigan Procurement System (SIGMA VSS), with contract award anticipated by early to mid-April 2021.

Responsive organizations must hold valid Michigan professional licenses and certify their status as Michigan-based businesses. Compensation will be structured on a not-to-exceed, hourly billable rate basis for professional, technical, and support staff, with all direct and indirect costs including employee benefits, overhead, equipment, travel, insurance, and profit incorporated into billing rates. Consultant services are reimbursed at direct cost plus a markup not to exceed five percent, with authorized reimbursable expenses including soil borings, topographical surveys, geotechnical reports, laboratory testing, and travel expenses beyond 100 miles one-way from the firm's office. No incumbent contractor information is specified in the procurement documents. The contract will be modified through subsequent construction phases (Phases 600 and 700 for construction administration) as funding is acquired, with construction funds anticipated for award in November 2021 and a multi-phase construction schedule beginning in Spring 2022. The overall project cost is expected to exceed the $1.0 to $1.2 million annual phase funding amount, though no specific maximum contract value or fee ceiling is provided in the solicitation documents. All work must comply with applicable federal, state, and local codes and regulations, including COVID-19 safety precautions requiring masks and social distancing for all in-person project meetings.
