About this file

This is an RFP Addendum No. 01 issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, in coordination with the Department of Natural Resources (DNR), for design and engineering services related to road repairs and improvements at Hoffmaster State Park. The project encompasses road condition assessments, design of a non-motorized bike path with paved shoulders, ADA-compliant campsite improvements (targeting approximately 5% of the 293 modern campsites), stormwater drainage enhancements to address flooding in specific campground areas, and phased construction planning. A pre-proposal meeting was held on February 25, 2021, with attendance from DTMB and DNR staff as well as multiple engineering and consulting firms. The proposal due date was March 18, 2021, with an anticipated professional services contract award by early to mid-April 2021. The project anticipates a multi-phase construction schedule beginning in Spring 2022, with the overall project cost expected to exceed the $1-1.2 million annual phase funding amount.

The addendum addresses thirteen submitted questions clarifying project scope, constraints, and deliverables. Key clarifications include confirmation that funding for building replacements and sanitation system upgrades is not currently allocated and should not be included in proposals; confirmation that no as-built roadway drawings or boundary surveys are available; specification that the bike path will follow AASHTO standards without anticipated Transportation Alternatives Program (TAP) funding involvement; and documentation that flooding issues are related to stormwater and site slopes, with recent storm drain additions providing partial mitigation. The professional services contract will cover design, cost estimates, and phasing planning for the overall project plus bidding services for the initial construction phase only, with additional administration service fees to be added as future phases are defined. No specific budget ceiling or cost estimate range is provided in the addendum.

Submitted Questions with Answers in Bold:

1. Are there any improvements anticipated for any of the existing buildings?

A funding request was submitted for the future replacement of the two day-use beach buildings, but funding has not been allocated yet and that work should Not be included in this proposal.

2. Are there any improvements anticipated for the existing electrical/water/sewer systems?

A funding request was submitted for the replacement of the parks sanitation station, but funding has not been allocated yet and that work should Not be included in this proposal.

3. Are there any known hazardous or environmental concerns in the project area?

No known hazardous concerns. Most of the park is within the critical dunes area and is subject to those regulations.

4. Are there currently any designated ADA campsites within the park? If so, how many and where?

There are currently two (2) ADA designated sites (70 and 259) that are a crushed limestone surface.

5. Are there new or additional ADA compliant campsites anticipated?

Yes. This project will include additional paved ADA sites. The exact number and locations will be determined in the design process, but generally the target number is about 5% of the sites (currently 293 modern campsites) being ADA compliant. The two existing ADA sites were recently created with added crushed limestone to make a solid ADA surface but should be improved to a paved site with this project.

6. Are there any existing roadway as-built construction drawings available?

No. There are no known as-built roadway constructions available.

7. Is a boundary survey available? or perhaps a master deed?

No. There are no known boundary surveys or master deed documents readily available.

8. Are there any known limitations for crossing Little Black Creek with the new non-motorized pathway?

No, there are no known limitations. Black Creek is considered a Muskegon County drainage ditch and would likely require any crossing to span the creek without supports in the drain.

9. Does the DNR have an overall project budget for all the improvements being considered?

No, there is currently no overall construction budget. The budget will be developed as part of the design. Spring 2022 would most likely be the first construction phase as we anticipate the overall project cost to exceed the $1-1.2 million annual phase funding amount.

10. Will the multi-year construction contract be awarded as a single contract, or will each phase be bid out each year?

If the latter, should the PSC include fees for rebidding each phase/year?

Is there an estimated number of years DNR would like to plan for this work, or alternatively, a maximum annual budget that could then be used to define the approximate number of years? This would be helpful to understand the number of bid packages that may be required if throughout the life of the project.

The phases may be bid out separately, or possibly issuing a change order to the initial phase contractor, depending on funding timing and other circumstances that might exist in the future. This proposal should include design, cost estimates, and phasing planning for the overall project, but bidding services only for the initial construction phase. Additional bidding and construction administration service fees will be added in the future as required.

10. When does the DNR expect to award the project? To determine the project design schedule, what date can the PSC reasonably assume to have a contract for these design services? To prepare a time dated schedule for the work, what is the estimated date for issuance of a Professional Service Contract and Authorization to proceed with the work?

We expect to issue the professional services contract by early to mid-April 2021.

11. Twice in the Project Statement a reference to “PRD design standards” is made. Is this used to mean the LARA Plan Review Division, or Parks & Recreation Division, or is this acronym being used to abbreviate something else?

Additionally, where can the standard be found online? Will a LARA review be required for this work since is it not building related? If so, is that cost to be included in our pricing?

PRD refers to the DNR’s Parks and Recreation Division. Their design standards are not generally accessible on-line, but any relevant information will be provided to the contracted PSC. There is nothing unusual in the PRD standards that should affect the proposal. We do not anticipate any LARA plan reviews to be required at this point. Possibly may be required in the future if other scope elements are added. If so, the plan review cost will be added to the PSC contract.

12. Does the bike path/paved shoulders route only go between day use and campground along Lake Harbor Road, or does it follow the entire length of the dashed line shown on the road conditions map included in the RFP (i.e.-from the campground contact station to Lake Harbor Road, and throughout the day use area from Lake Harbor Road to the Visitor Center and Parking Lot)?

The bike path would be from the campground exit to the day use parking lots and then up to the visitor center parking lot. Additional clarification for the bike path design requirements:

The bike path will be designed to AASHTO standards, but currently assume that TAP funding will not be involved. If PRD pursues TAP funding for the proposed path, contract modification will be requested to include additional time required for TAP funding application, bidding, and construction for the environmental assessment and a higher degree of design/approvals, etc.

13. Is the flooding generally related to changes in water levels of the creek? Is the flooding of sites 14-60 and sites 72- 86 only taking place on the campsites on the inside of the road loop, or are the sites on the outside flooding as well?

Flooding is more related to storm water and the slope on the campsites. The recently added storm drains have helped significantly but there are still areas that it could be improved. The map below shows the areas that we still experience some flooding even with added catch basins.
