About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB), on behalf of the Department of Natural Resources, is soliciting competitive sealed bids for roof replacement and related improvements at the Hartwick Pines State Park Sign Shop facility in Grayling, Crawford County, Michigan. The project scope encompasses removal of existing shingle roofing and installation of approximately 6,531 square feet of new dimensional asphalt fiberglass shingles across two buildings (the 12-Stall Building at 4,278 square feet and the Project Shop Building at 2,253 square feet), including underlayment, flashing, ridge vents, soffit vents, and wood soffit and fascia replacement. Additional deliverables include chimney restoration work involving tuckpointing and elastomeric coating, with contingent unit price options for roof sheathing replacement ($1,300 per square foot) and chimney restoration services ($30 per hour with a $3,000 material and equipment allowance). Bidders must be willing and able to comply with prevailing wage requirements based on union-negotiated agreements, maintain certified payroll records, and coordinate work with Department of Natural Resources operations during the spring opening and fall closing of the boating access site. The contract period is 120 calendar days from the Notice-to-Proceed, with liquidated damages assessed at $500 per calendar day for delays in substantial or final completion. A mandatory pre-bid conference and site inspection are scheduled for Thursday, June 26, 2025, at 11:00 a.m. ET at the Sign Shop Facility (3612 State Park Drive, Grayling, Michigan); questions regarding bidding documents must be submitted by Wednesday, July 2, 2025, at 5:00 p.m. local time; and sealed bids must be submitted electronically through the SIGMA VSS system by Wednesday, July 9, 2025, at 2:00 p.m. ET. All bids require a 5 percent bid guarantee and certifications regarding Qualified Disabled Veteran and Michigan-based business status, with performance and payment bonds mandatory for proposals exceeding $50,000.
Service-Disabled Veteran-Owned Businesses (SDVOBs) are eligible for a 10 percent pricing preference at bid submission, provided qualifying documentation is included such as proof of service-connected disability and business ownership verification; the State of Michigan accepts National Veterans Business Development Council (NVBDC) certification as alternative verification. Bidders must acknowledge receipt of Addendum No. 1 in their bid submissions; failure to do so may result in bid rejection. The solicitation does not identify any incumbent vendors or current contractors, and no existing contractor infrastructure integration is required. Bids must include separate line items and alternate pricing for potential metal panel roof upgrades (Alternate #1 for the Project Shop upgrade and Alternate #2 for the 12-Stall Building upgrade), with a 6 percent closeout and warranty allowance and a $15,000 allowance for special items incorporated into the bid structure. No substitutions or "or equal" proposals are permitted after bid opening except as specified in the General Conditions. The solicitation does not provide a disclosed budget or award value range for this procurement.
