About this opportunity

The State of Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration is procuring construction services for the Presque Isle State Harbor Dock Repair and Fuel System Modifications project located in Presque Isle County. The procurement encompasses dock concrete abutment repair, including demolition of existing concrete, concrete repairs, miscellaneous steel and anchors, and reconnection of dock and fuel dispenser piping, along with installation of new Wayne Select Gen2 fuel dispensers (or equivalent) at the end of the dock and modification to the fuel system piping to include two-stage 24 VDC flow control valves and onboard retail terminals with color touch screens. The project requires the contractor to perform field verification of existing conditions, coordinate mechanical work involving revision of existing pipe connections within the transition box, and complete a full test and balance of the fuel system to verify dispenser flow rates. All work must comply with the National Electrical Code, EPA regulations, Michigan State Construction Code, and applicable state and local codes. A mandatory pre-bid conference and site tour will be held on February 26, 2024, at 1:00 p.m. ET at the project site, with electronic bids due by March 6, 2024, at 2:00 p.m. ET through the SIGMA VSS website. Questions must be submitted by email to Erik Cronk at C2AE no later than 12:00 p.m. ET on February 29, 2024. The contract time is 30 calendar days from the Notice to Proceed, with substantial completion required by May 15, 2024, and liquidated damages assessed at $500 per calendar day for delays beyond the completion date.

The procurement includes a Qualified Disabled Veteran (QDV) preference of ten percent applied to bids for evaluation purposes. All contractors and subcontractors must comply with prevailing wage requirements and Michigan residency requirements where applicable, with 50% of employees required to be Michigan residents for at least one year. A five percent bid guarantee is required from all bidders, with a Performance Bond and Payment Bond mandatory for bids exceeding $50,000. The contract award will be made to the responsive and responsible best value bidder based on evaluation of price and qualitative components from the three lowest responsive bids, with the award deadline set for May 8, 2024. The base bid includes a $10,000 cash allowance, though no specific contract value range is disclosed in the procurement documents. The project is entirely state-funded through DTMB, and all attendees of the mandatory pre-bid walk-through must submit a LEIN Request form five business days prior to the February 26 meeting.
