Key deliverables include completion of trail segments from Station 687+50 to Station 631+00 with 14-foot width trails, installation of precast concrete box culverts (8.5 by 8.5 feet) and multiple standard culvert sizes with proper bedding and backfill compaction to 95 percent maximum dry unit weight, placement of topsoil meeting ASTM D5268 standards with seeding at MDOT Type THM Mix rates, submission of as-built drawings in AutoCAD format, and comprehensive site demobilization and restoration. Mandatory prebid conference attendance is required on Friday, April 14, 2023, at 10:00 a.m. EST via Zoom, with bids due electronically through the SIGMA VSS system on Wednesday, April 26, 2023, at 2:00 p.m. EST. Substantial completion is required by November 10, 2023, with final completion by June 30, 2024. Questions must be submitted by Wednesday, April 19, 2023, at 5:00 p.m. EST. Bidders must submit 5% bid security, and contracts exceeding $50,000 require performance and payment bonds. The project is subject to Davis-Bacon prevailing wage rates for the region, with wage determinations effective January 6, 2023, ranging from approximately $10.89 to $38.73 per hour depending on classification and with Executive Order 14026 requiring minimum $16.20 per hour for contracts after January 30, 2022.
All contractors must comply with federal and state regulations including MDOT 2020 Standard Specifications for Construction, Michigan Natural Resources and Environmental Protection Act requirements for water resources protection, Section 401 Clean Water Act certification, soil erosion and sedimentation control under Part 91 of Michigan's environmental regulations, and federal labor requirements for Davis-Bacon compliance. Bidders must register with the Federal System for Award Management (SAM) and obtain a Unique Entity Identifier (UEI) prior to contract execution. Contractors are responsible for securing all construction permits except those for USACE and EGLE, which the State will obtain, and must obtain an Application to Use MDOT Controlled Freight Railroad Property permit with a $400 non-refundable application fee for work on MDOT railroad property between Montreal Road and M-26 Road Crossing.
