About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB) is procuring construction services for Bid Package 4 of the Dollar Bay to Lake Linden Trail restoration project located in Lake Linden, Michigan (Houghton County). The scope of work encompasses comprehensive trail restoration including site clearing (3.23 acres), removal and installation of multiple concrete culverts ranging from 12 inches to 84 inches in diameter with various class ratings, embankment construction (3,868 cubic yards), aggregate surface coursing (4,983 square yards), riprap and slope restoration work (over 14,000 square yards), stream bed restoration, bypass pumping and dewatering, erosion and sedimentation control measures, and utility coordination. The project consists of 73 line items organized into mobilization, clearing and trail preparation, culvert removal and installation, earthwork, erosion control, slope restoration, temporary signage, and barricading. Key objectives include reopening the motorized trail with proper drainage infrastructure and environmental stabilization by the substantial completion deadline of November 10, 2023, and final completion by June 30, 2024. Mandatory requirements include attendance at a prebid Zoom conference scheduled for December 2, 2022, at 9:00 a.m., submission of an experience modification rating, proposed project superintendent information, at least three references for similar projects, and certification of either Qualified Disabled Veteran (QDV) or Michigan-based business status. Electronic bids are due December 14, 2022, at 2:00 p.m. through the SIGMA VSS portal, with questions accepted until December 7, 2022, at 12:00 p.m. The State will evaluate the three lowest responsive and responsible bidders using best value criteria and applies a 10 percent preference to QDV bids.
This procurement includes set-aside provisions for Qualified Disabled Veterans and Michigan-based businesses, with bidders required to certify their status and subject to felony penalties for fraudulent certification. All culverts must be manufactured within the United States and wrapped in non-woven geotextile material conforming to ASTM specifications. The project is federally funded through State and Local Fiscal Recovery Funds (SLFRF) and requires compliance with Davis-Bacon Act prevailing wage rates specific to Michigan's Upper Peninsula counties and the 2020 MDOT Standard Specifications for Construction. Contractors must obtain all necessary permits, including Soil Erosion and Sedimentation Control permits, and coordinate with multiple utilities including Upper Peninsula Power Company, ATT, SEMCO Energy, and Northern Natural Gas Company. A five percent bid guarantee is required with all bids, and performance and payment bonds are mandatory for contracts exceeding $50,000, with the surety authorized to do business in Michigan and holding at least an A Best's rating and Class VII financial size category. The project includes a $40,000 allowance for contingency work, with liquidated damages assessed at $500 per calendar day after substantial completion and $250 per day after final completion. No specific award value is disclosed; however, the project scope and complexity suggest a substantial contract value exceeding the $50,000 threshold for bonding requirements.
