About this opportunity
The University of Utah is seeking bids for the SJHC Humidifier Plant Replacement project (Project #70491), a full mechanical scope construction initiative with an estimated project value of $700,000. The procurement is a low-bid, competitive solicitation for comprehensive mechanical system replacement, including plumbing, seismic work, concrete demolition, and new housekeeping pad installation. Bid documents will be available on April 24, 2025, through BidNet Direct, with a mandatory pre-bid meeting and site visit scheduled for May 2, 2025, at 12:30 PM in the SJHC Front Lobby. Electronic bids are due by 2:00 PM on May 16, 2025, with a substantial completion date of December 31, 2025. Contractors must submit bids electronically and those bidding over $100,000 are required to provide a 100% Payment and Performance Bond. Evaluation will focus on selecting the lowest responsive and responsible bidder, with the University reserving the right to reject any or all submissions. Bidders must comply with Utah state license laws and obtain necessary permits from the Utah Division of Air Quality and the Utah Department of Environmental Quality.
The procurement appears to have no specific set-aside designations or restrictions on responding organizations. Potential energy incentives are available from public utilities including Rocky Mountain Power and Dominion Energy, which may provide additional financial benefits for efficient system design. The project involves replacing existing steam and humidification infrastructure with new equipment, suggesting potential opportunities for technological upgrades and improved energy performance. Contractors will need to demonstrate technical expertise in mechanical systems, steam infrastructure, and complex HVAC replacements. The project requires integration with existing mechanical systems in the SJHC facility, with detailed mechanical plans prepared by VBFA engineering consultants showing comprehensive schematics for steam systems, humidifier connections, and control points. The $700,000 budget indicates a significant infrastructure investment, with potential for additional value through energy efficiency improvements and modern system installation.
