About this opportunity

Broward County Parks and Recreation is soliciting competitive bids for the supply and delivery of approximately 500 tons of 70/30 329/3/8" Command Topdressing Sand Mix to Central Broward Park and Broward County Stadium located in Lauderhill, Florida. This fixed-price contract requires vendors to supply material that conforms to United States Golf Association (USGA) guidelines for sand-based turf systems, with appropriate particle size distribution and minimal silt, clay, and organic matter content suitable for athletic field and golf course applications. Deliverables include material delivery in dump truck loads of approximately 25 tons per load, with all supply, shipping, transportation, and offloading costs incorporated into the unit price bid on a FOB Destination basis. Vendors must be in the regular business of providing sand, soil, dirt, rock, and similar materials and must provide references of similar-sized projects and current material specifications within three business days of the County's request; material substitutions are prohibited without prior written County approval. The solicitation process requires vendors to submit responses electronically through BPRO (Broward Procurement Request Online) by the closing date and time of April 16, 2026, with a vendor question submission deadline of April 16, 2026. All responses must remain irrevocable for 120 days following submission, and awards will be made to the lowest responsive and responsible bidder unless alternative criteria are specified.

The procurement documents do not identify specific set-aside designations or restrictions limiting response to particular types of organizations, disadvantaged enterprises, or minority-owned businesses; the opportunity is open to qualified vendors meeting the stated specifications and insurance requirements. Vendors must maintain General Liability coverage with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, Auto Liability coverage with $1,000,000 combined limits, Workers' Compensation coverage at statutory limits, and Excess Liability/Umbrella coverage, with Broward County named as additional insured and primary coverage; proof of insurance is not required if delivery is performed by common carrier. All insurance policies must be placed with A.M. Best-rated carriers (A- or better) with a financial size category of VII or greater unless otherwise approved by the County's Risk Management Division. Vendors must comply with all applicable federal, state, and local laws, including E-Verify requirements, Public Entity Crimes Act compliance, and nondiscrimination provisions, and all work must meet OSHA and safety standards. The contract documents do not specify a budget range or award value, indicating that pricing is competitive and will be determined by vendor submissions; the contract period typically commences upon award and extends for three years with options for up to two additional one-year renewal terms not to exceed five years total unless extended by Board action.
