About this opportunity
City of Jackson Community Development Department is soliciting competitive sealed bids for electrical repairs to code at 701 Orange Street, a residence owned by a program-qualified homeowner, with proposals due November 9, 2026 at 9:00 a.m. Bidders must be prequalified, with completed SAM.gov registration and current Michigan state licensure, and must obtain all required permits. Award goes to the responsible bidder submitting the lowest compliant proposal.
Pricing is lump sum and must include all labor, materials, equipment, fees, and permits. The work corrects all existing electrical violations and hazardous conditions to Housing Code and Electrical Regulations requirements. Specified items include hardwired smoke and carbon monoxide detectors in the basement, a dedicated circuit for the water heater, four basement service lights, and GFCI outlets at the service panel and furnace. The contractor must repair walls and ceilings disturbed by wire installation to match existing materials, perform daily cleanup, and provide an eighteen-month warranty on all work and materials.
Lead hazard clearance testing is required before relocated occupants return, and final payment is withheld until clearance is achieved. The successful bidder executes a Construction Contract for Rehabilitation of Residential Property and submits an Equal Employment Opportunity Certificate of Compliance. Minimum insurance for jobs under $50,000 includes Comprehensive Commercial General Liability and Automobile Liability, each at $500,000 combined single limit. Performance, labor and material payment, and maintenance and guarantee bond forms are attached, with the labor and material payment bond issued under Michigan Public Act No. 213 of 1963.
No pre-bid meeting will be held. Contractors arrange property access directly with the homeowner. Proposals must be submitted electronically through the City of Jackson e-Procurement Portal.
