About this opportunity
The City of Douglas, Georgia is seeking qualified engineering services for the oversight and project management of a Hurricane Michael Emergency Supplemental Historic Preservation Fund (ESHPF) project focused on rehabilitating the WWII Flight School Classroom Building located at 14 Airport Circle in Douglas. The procurement is a sealed bid process for comprehensive engineering services, with proposals due on May 29, 2025, at 2:00 PM, to be submitted to Mrs. Wynetta Bolder, City Clerk, at 302 S. Madison Avenue, Douglas, GA 31533. Bidders are required to submit a base proposal and have the option to provide a separate alternative bid for additional repair and rehabilitation items contingent on funding availability. Technical inquiries and site visit scheduling can be coordinated with Mr. Chris Davis, Airport Manager, by phone at 912-384-1409 or email at cdavis2@cityofdouglasga.gov, with all site visits to be completed no later than May 15, 2025. Potential bidders must communicate any questions exclusively via email to Mrs. Georgia Henderson, Assistant City Manager, at ghenderson@cityofdouglasga.gov before the May 15, 2025 deadline, with phone inquiries explicitly prohibited.
While the solicitation does not explicitly outline specific set-aside designations or vendor restrictions, interested firms must demonstrate qualifications in engineering services, historic preservation project management, and rehabilitation of historic structures. No incumbent vendor information is provided in the documentation, and specific budget ranges or award values are not disclosed in the current bid documents. The project appears to be focused on preserving and rehabilitating a WWII-era flight school classroom building, suggesting potential complexities related to historic preservation techniques and compliance with preservation standards. Bidders should be prepared to provide comprehensive project management services, potentially including detailed documentation, restoration planning, and oversight of rehabilitation efforts. The ability to provide both a base proposal and an alternative bid suggests flexibility is desired in the project approach, with potential for expanded scope pending available funding.
