About this opportunity
The City of Scranton's Department of Code Enforcement is seeking sealed bids for an emergency demolition project located at 630 Clay Avenue in Scranton, Pennsylvania. The project requires a comprehensive demolition approach, including obtaining a demolition permit, performing asbestos abatement, completely demolishing the existing property, capping the main sewer drain, breaking up concrete flooring, clearing brush, conducting NEIC inspection, cleaning and backfilling the lot, and finally seeding and haying the area. Prospective contractors must have a minimum of 5 years of experience under their current business name and possess a valid contractor's license in the City of Scranton for the specified work. Bids will be received electronically through the City's e-Procurement Portal until 10:00 am on Monday, July 28, 2025, with a public bid opening to be livestreamed on YouTube. Bidders must submit comprehensive documentation including a statement of services, experience details, personnel information, cost proposals, proof of years of experience, registration documents, and a 10% bid bond. All technical and project-related questions must be submitted via the portal's Q&A function by 10:00 am on Tuesday, July 22, 2025.
The contract requires contractors to maintain specific insurance coverage, including $1,000,000 in professional liability insurance, $1,000,000 in comprehensive general liability insurance, and statutory workers' compensation insurance. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the bid documents include federal certification requirements regarding lobbying and standard affirmative action certifications. The project is funded through the U.S. Department of Housing and Urban Development's Community Development Block Grant Program, with the City of Scranton's Office of Economic Community Development planning to record a lien at the Lackawanna County Courthouse for all incurred costs. The demolition is being pursued after multiple quality-of-life complaints and a Housing Appeals Board decision upholding a previous demolition order for the property. The project has an estimated asbestos removal cost of $7,800, with the total project to be completed within fourteen (14) days after contract award. Contractors will need to carefully review the detailed asbestos inspection report, which identified specific asbestos-containing materials including 9x9 floor tiles and basement pipe/fitting/duct insulation.
