About this opportunity
The Massachusetts Department of Transportation, District 6 is requesting sealed bids for generator maintenance and testing services at various locations throughout the district under a three-year contract, with bids due October 27, 2026. Bids must be submitted directly to MassDOT — not through COMMBUYS.
The scope covers preventive maintenance, 80% load testing, and repair services on approximately 41 standby generators located at water treatment plants, critical infrastructure facilities, bridges (Chelsea Street and Fore River), and other essential MassDOT sites in the Boston area and surrounding communities. Generators include Caterpillar, Kohler, Cummins, Generac, and Atlas Copco models. The contractor must maintain 24-hour, 365-day emergency response availability with a four-hour mobilization requirement; scheduled work must commence within 48 hours of notification. Standard work is 8-hour shifts, Monday through Friday, 6:00 A.M. to 2:00 P.M., though night work and overtime are subject to Engineer direction.
The contractor must demonstrate a minimum of five years in business with technicians holding five years of generator service experience. Labor participation goals are 15.3% for minorities and 6.9% for women. Compensation is structured through individual pay items for each generator location, with base labor rates established by trade classification (Laborer at 1.00x, Generator Technician at 0.90x, Electrician at 1.33x, Iron Worker/Welder at 1.20x, HVAC Mechanic at 1.38x), and overtime factors ranging from 1.30x to 1.79x. Material costs, rental equipment, and specialty services are reimbursed at actual cost plus 10%, subject to Engineer approval. Non-response penalties are $500 per day for scheduled work missed and $2,000 per instance for emergency response failures. Payment is monthly upon submission of certified bills with payroll documentation and Daily Force Account Reports.
