About this opportunity
The Massachusetts Department of Transportation is soliciting bids for scheduled and emergency cleaning of drainage structures and pipes at various locations in District 5, with proposals due October 27, 2026 at 2:00 p.m., submitted electronically through www.bidx.com. Prequalification in the catch basin cleaning category is mandatory; prospective bidders must submit the completed Request Proposal Form (R109) to prequal.r109@dot.state.ma.us prior to bid submission and obtain a valid MassDOT vendor code and Digital ID at least 14 days before opening. Paper submissions will not be accepted. No COMMBUYS submissions are permitted.
The scope encompasses removal of accumulated dirt, refuse, and debris from catch basins, manholes, drainage structures, and pipes at state highways and roadways throughout District 5. The contractor must commence scheduled work within 48 hours of notification and emergency work within 4 hours, with locations assigned by the Engineer. Work is priced on a unit-cost basis for internal pipe video inspection, drainage structure sediment removal, drainage pipe sediment removal, emergency response mobilization, and temporary illumination. An 8-hour workday, 5-day work week is mandated; weekend and holiday work require Engineer approval. Nonresponse damages are $1,000 per day for scheduled delays and $2,500 per occurrence for emergency work failures.
The estimated project value is $1.35 million. Labor participation goals are 15.3% for minorities and 6.9% for women across all job categories. The contract is subject to Massachusetts prevailing wage rates and price adjustments for hot mix asphalt, Portland cement, diesel fuel, gasoline, and structural steel based on specified indices and base prices. A proposal guaranty equal to 5% of the bid value is required. Work is performed on state highways and roadways in District 5, with the contractor bearing all costs for equipment, labor, materials, permits, testing, and approved disposal at DEP-compliant facilities. Questions are due through the bidding platform by October 27. Two plan holders are identified: Rapid Flow, Inc. (Chelsea, Massachusetts) and Insituform Technologies, LLC (Chesterfield, Missouri).
