About this opportunity
The State of Colorado Office of the State Architect, acting on behalf of the Governor's Office of Information Technology (OIT), is soliciting Design/Build Lump Sum services for the replacement of the Digital Trunked Radio System (DTRS) Communication Tower at the Sunlight location near Glenwood Springs in Garfield County, Colorado (RFP-2015000114). The procurement requires a Design/Build entity to design, engineer, manage, and construct a new 120-foot self-supporting steel tower to replace an existing 120-foot guyed tower at Sunlight Peak, located at approximately 3,700 feet elevation. Key deliverables include complete tower structural design and fabrication compliant with TIA-222-G and AISC standards, foundation design and construction based on geotechnical recommendations, installation of a comprehensive grounding system meeting Motorola R56 standards, cable bridge design and installation, transmission equipment installation including microwave dishes and waveguides, shelter modifications, erosion control, and site seeding. The contract requires submission of phased design deliverables (Design Development and 30%, 60%, and 100% Construction Documents), site plans signed by Colorado Professional Engineers, tower calculations with fatigue analysis, foundation documentation, and as-built drawings within 14 working days of completion. Minimum qualifications mandate that respondents have provided Design/Build services within the past three years on at least two projects exceeding $500,000 in hard costs using Colorado office expertise, demonstrate specific Design/Build experience on similar-scope projects, and provide bonding capability up to $1,000,000 per project. The selection process consists of two steps: Step I prequalification submittals were due January 26, 2015, at 2:30 PM MST (with mandatory pre-submittal conference and site visit held September 18, 2014, limited to EasTex Tower Inc, Rex Industries, Advanced Tower, and Hudspeth & Associates Inc); Step II includes oral interviews scheduled for January 30, 2015, with sealed cost proposals required only from short-listed teams. The final selection was announced February 15, 2015, with contract approval projected for April 30, 2015, design commencement May 1, 2015, and construction execution from June 1, 2015, through September 30, 2015, with project completion by December 31, 2015. Evaluation criteria weight qualifications at 40 percent and sealed cost proposals at 60 percent of the final ranking score, with contract award to the firm representing best overall value to the State.
The procurement is subject to Colorado public works requirements, including an 80 percent Colorado labor mandate per C.R.S. 8-17-101 and compliance with federal Davis-Bacon Act wage requirements if applicable. All respondents must comply with Certification and Affidavit requirements regarding unauthorized immigrants and must have attended the mandatory site visit to be eligible for proposal submission; only the four contractors who participated in the September 18, 2014, site visit are permitted to respond. Respondents may identify themselves as Service-Disabled Veteran Owned Small Businesses if officially registered and verified by the U.S. Department of Veterans Affairs Center for Veteran Enterprise, with proof of certification required at proposal submission. The project requires compliance with the 2012 International Building Code as amended by Colorado State Buildings Programs, 2011 National Electrical Code, and referenced structural and electrical standards, with code review and building inspections conducted by state-contracted code review agents at the vendor's expense. All tower steel must be fabricated in the United States from U.S.-produced materials and hot-dip galvanized per ASTM standards, with a mandatory two-year warranty covering mechanical and engineering defects. The estimated project budget is $369,000, encompassing tower installation and removal services ($159,000), foundation and site civil work ($73,000), seeding ($17,000), grounding system installation ($3,000), miscellaneous building modifications ($31,000), and mobilization and construction engineering ($59,000), though the distribution of contract costs may differ in submitted proposals and this represents the State's appropriated total for the project.
