Summary: State of Colorado Telecommunications Tower Replacement Specification
This is a Statement of Work and specification document issued by the State of Colorado, Governor's Office of Information Technology (OIT), for the design-build turnkey replacement of a communication tower at the Sunlight Peak site (Solicitation #2015000114). The project requires removal of an existing 120-foot guyed tower and replacement with a 120-foot self-supporting steel tower located approximately 20 miles south-southwest of Glenwood Springs at an elevation of 3,700 feet. The scope includes tower structural design and fabrication, foundation design and construction, grounding system installation, cable bridge design and installation, transmission equipment installation (including microwave dishes and waveguides), shelter modifications, and site work including erosion control and seeding. The project must be completed by December 31, 2015, with a mandatory pre-bid site visit required for bid acceptance. The design must comply with TIA-222-G structural standards, AISC construction standards, applicable building codes, and environmental requirements including air density reduction factors for the elevated site location. Bidders must submit sealed responses including proposed tower and foundation design drawings, a conformance matrix identifying specification compliance or exceptions, and a detailed cost proposal broken into line items for tower materials, foundations, grounding systems, building modifications, and other project components.
The contract is structured as a firm fixed lump-sum design-build agreement with payment due within 45 days of final acceptance and inspection. All tower steel must be fabricated in the United States from U.S.-produced materials and hot-dip galvanized per ASTM standards. The vendor must provide a two-year warranty covering all mechanical and engineering defects and must correct any deficiencies within 15 calendar days of notification. Concrete specifications require minimum 28-day compressive strength of 4,500 psi with comprehensive testing requirements and independent inspection by a qualified inspector at the vendor's expense. The grounding system must achieve resistance testing per Motorola R56 standards with fall-of-potential testing prior to backfill approval. Transmission system testing includes antenna leakage testing, electrical waveguide testing for loss and return loss, and antenna alignment verification. All submittal documentation must be provided in electronic PDF format with three paper copies, including site plans signed by Colorado Professional Engineers, tower calculations with fatigue analysis, foundation documentation, and as-built drawings within 14 working days of completion. An additive alternate (#1) is available for the vendor to supply transmission lines and removal/reinstallation of existing state-owned antennas and equipment.

A pre-bid site visit was mandatory. Bids will not be accepted from vendors that were not in attendance and signed-in at the mandatory site visit.
These specifications do not include any proprietary items, which would preclude any equipment manufacturer from producing equipment to meet these specifications. All mechanical ratings or any technically specified criteria contained within these specifications are currently being met by commercially available equipment. The fact that a manufacturer chooses not to produce equipment to meet these specifications, providing the above criteria are met, will not be considered sufficient cause to adjudge these specifications as restrictive. Should any of the above criteria not be met within these specifications, the bid shall be considered non-responsive.
This is a firm, fixed, lump sum contract and is payable upon final acceptance and inspection. Invoices are paid within forty-five (45) days of submittal to OIT on approved work.
Late submittals will not be accepted and will be rejected as non-responsive.
OIT assumes no responsibility for the cost related to the preparation of any submittals or bids.

Provisions shall be made by the fabricator such that the erector can attach the site grounding system to each tower leg on plate, welded normal to the tower leg, which does not compromise the strength of the structure. The plate shall be located at the base of the structure and measure approximately 2”x4”x1/4”. Exact size and final location to be determined by the fabricator.
All welding shall conform to the American Welding Society (AWS) Structural Welding Code – Steel, ANSI/AWS D1.1-2006.

The tower shall be designed for and equipped with a safety-climbing system including four (4) removable mobile fall arrestors and a tower mounted climbing cable compliant with OSHA 1910.27 and ANSI A14.3-1984. The safety-climb system shall be installed at the ladder location and allow a climber to remain connected to the safety-climb for the entire length of the ladder. The safety climb cable shall be a 3/8 (0.375) inch diameter cable constructed from a corrosion resistant material and shall comply with the stated requirements.
The tower shall be equipped with a face-mounted waveguide ladder spanning from ten (10) feet above ground level to within five (5) feet of the top of the tower. The ladder shall measure at least 38 5/8” wide and provide mounting locations for at least 12 snap in hangers. Waveguide ladders shall be supplied with all necessary clamps for the waveguide cables.
All equipment mounted on the tower shall be handled and installed in accordance with manufacturer’s recommendations to prevent damage to the equipment or the tower.
Design/Build Entity shall provide anchor bolts and templates as part of tower.

The State may elect to have its designated engineer conduct an independent static analysis of the submitted tower design. Should the static analysis of the Design/Build Entity’s design require modifications to the tower, any costs associated with such modifications shall be the responsibility of the Design/Build Entity. Disagreements in the results of the State’s engineer and Design/Build Entity’s analyses shall be resolved by a mutually agreed upon qualified professional engineer acting as a third party. The State and the Design/Build Entity shall share the cost of the third party analysis equally. The tower shall be erected in a manner that will not affect the transmission of the existing State tower or any other towers in the area.
The Design/Build Entity shall be familiar and adhere to all local building codes, ordinances, and licenses required for erecting the tower. Procedures shall be in accordance with the safety rules and regulations of the industry at all times.
The tower shall be erected in accordance with the erection drawings approved by the State. Under no circumstances should the drawings or tower construction be altered or modified without the specific permission of the Design/Build Entity’s Engineer of Record and the State.

The tower, in its final erected position, shall be surveyed for plumbness and twist. A written report shall document the amount of variation from true vertical and the amount of twist of the tower mast at the end of each section. If the tower exceeds the verticality and twist requirements of Section 4.3.36, the State shall be informed and the Owner's Engineer, if necessary, will determine an approved corrective procedure. Any costs associated with such corrective procedure shall be the responsibility of the Design/Build Entity.
When handling tower sections, all possible precautions shall be taken to prevent the bottom of the section from contacting the ground surface. Mud, dirt and other foreign matter shall be washed off with potable water prior to erecting the steel.
Fit-up problems and contemplated corrective actions shall be reported to the State. Field corrections or modifications including the replacement of any tower components shall not be implemented without prior approval from the State.
