About this opportunity

Caltrans is soliciting Statements of Qualifications (SOQs) from architectural and engineering firms to provide on-call structure construction inspection and construction contract administration services for Districts 6 and 10, which cover counties including Madera, Fresno, Tulare, Kings, Kern, Merced, Stanislaus, and Mariposa. The procurement seeks firms capable of delivering comprehensive services such as construction inspection, contract administration, change order preparation, claims support, and final reporting for transportation facility projects. Key qualifications include having a Registered Professional Engineer as Contract Manager with a minimum of five years of responsible contract management experience and ten years of structure construction inspection experience. Required personnel must possess valid driver's licenses, first aid certifications, and appropriate materials testing certifications. Evaluation will focus on firms' relevant experience, technical expertise, past performance, staff qualifications, and capability to manage complex structural construction projects. Submissions are due by 10:00 a.m. on January 13, 2026, with electronic submissions required through a Novell Filr account. Interviews will be conducted via WebEx on January 29, 2026, with cost negotiations scheduled for the week of March 10, 2026, and to be completed by March 20, 2026.

The solicitation includes updated Disadvantaged Business Enterprise (DBE) Program requirements based on a U.S. Department of Transportation interim final rule effective October 3, 2025, which has removed specific DBE participation goal documentation from the SOQ submittal instructions. All consultants and subconsultants must disclose their intent to use Generative Artificial Intelligence (GenAI) in deliverables, with potential disqualification for non-disclosure. The contract term is three years, with a fixed profit fee of 10.2% and annual escalation rates of 1.81% for the partial first year and 3.62% for subsequent full years. The estimated contract value ranges from $20,798,626 to $33,797,767, covering approximately 24 proposed projects within the specified geographic jurisdiction. Caltrans reserves the right to add or delete projects within this area. The procurement excludes certain disciplines such as roadway construction, hydraulic engineering, traffic engineering, environmental studies, and material testing. Vendors must now submit rate sheets instead of competitive bids, with rates subject to departmental scrutiny for fair and reasonableness during cost negotiations.
